Simple Command Structure

Each of the 11 bands of the Yodoan Union are individually represented by 3 commanders. With a minimum of 1 being an NPC. These 3 commanders have complete oversight over their respective band but must come up with a majority decision, whereby the only people with oversight is the Joint Chief of Staff or those aboard the Justice Division.
