The Order of Death needed more members. In the unknown region it had plenty but out in the rim there wasn't a single person in the order. This wasn't odd, the order had just came into the rim and the only person who went out of the unknown regions was Leroy. He didn't just need assassins, engineers ammd foot soldiers were also helpful. To find more men and women who would work for him he went to the criminal underworld of coruscant.
