First there was "The Horde" which was an attempt to do a Vong faction. It sprung up roughly where the Kathal Outback is right now. Then that failed and the One Sith popped up. The One Sith initially made VERY heavy use of Vong, but eventually phased that out in favor of an Imperial technology basis/theme.
They are both a race and a culture and can spring up at any time. Zonama Sekot is an unclaimed world where there are, canonically, a large population of Vong that are "learning to be nice" thanks to the guidance of the sentient planet. There are also a large number of canon planets that are still effected by the Vong invasion and terraforming from the past. And if you look through the Planet Codex, you should be able to find plenty of planets that predominantly serve as homes for Vong.
In regards to the Vong Force User thing... It can... technically be done, but has to be done very carefully in order to make sense. There are canonical grounds for it, but you'll quickly be reported if you try to make a character that goes full-on "every bit as powerful as everyone else, but also immune to the force." That wont fly here. 90% of the time, your best bet is to simply pick Force Dead or Force User and not try to mix the two.
Hoooowever... there is an alternative school of thought in regard to the Vong. The alternative school of thought is that they, because they come from another galaxy, either do not possess the mitochondria that are responsible for the Force, or that they have a different, though similar source of "the force" that operates on a different "frequency" than everyone/thing else in the galaxy. The theory in that regard, is that with training and
effort a character could, theoretically learn to modulate their "force" senses and effects to switch between effecting normal people, creatures, and objects... and effecting Vong Separately.
Granted, that would be a fairly master-level ability and runs the risk of generating a high degree of OOC salt if not done correctly or if abused. If you were absolutely determined to try and go this route, I would suggest an unaffiliated "Monk" that was born and raised on Zonama Sekot and taught to "do no harm", protect the weak, and heal the sick. And simply avoid offensive abilities at all costs to avoid drama.
Last person that really tried the Vong FU approach was Illie, and there was much salt from those that had to deal with it.
So... yeah. It can be done, but it's best if avoided.
