It is my firm belief that the current economic situation of the Alliance is untenable. Without significant investments from the Senate, our ordinary members - those without the power and prestige of say Courscant or Anaxes - will fall prey to the same predators that hunted in the twilight of the Old Republic. I do not need to remind you who these predators are, after all we fought them at Tython, Dromound Kaas, Ziost, Felucia, and many other worlds that have the scares to prove it.
The Starbird Plan, which I propose today, is a bold and visionary initiative that draws inspiration from the historic infrastructure plans embarked upon by the New Republic and the High Republic thousands of years before it. Just as Chancellor Tarsus Valorum lifted the Republic into an unprecedented era of productivity and peace, the Starbird Plan aims to revitalize our economy, create jobs, and ensure prosperity for all members of the Galactic Alliance.
Central to the Starbird Plan is the concept of synergy - a synergy of corporate, federal, and planetary power working together for the greater good. I believe that the interests of all stakeholders must be aligned with those of the Alliance as a whole. The Starbird Plan seeks to achieve this alignment through a series of measures that promote cooperation and mutual benefit, including:
