HISTORICAL INFORMATION
The new Emperor of the Empire of the Lost correctly perceives that there are innumerable threats to the security of the Empire that exist both within Imperial space, and beyond Imperial borders. Realizing that the New Imperial Security Bureau needed a force capable of operating both within and outside Imperial space, he commissioned the Immortals. The force was formed from the cream of the crop in the NISB.
Formulated to be a static secret police branch 10,000 personnel strong, candidates wait on standby until existing members retire or otherwise fall out of service. With the force strength enduring in perpetuity at the same number, and the names of personnel within the Immortals not publicized, it is nearly impossible for outside governments to ascertain when the Immortals suffer casualties, or how many casualties that may be. On operations, they are clad in stealthy armored suits which completely conceal their identity. They wear no name tags, and only use code names on operation. They never remove their helmets while on duty.
Whether they are targeting troublemakers in the media, terrorists in the neighborhood, or high-value targets in enemy territory, the Immortals are able to swoop in, take out their objectives, and swoop out again. Often, the alarm is not even raised until they are already leaving the scene. They are explicitly part of the NISB and not the military because the need may arise to arrest or liquidate military personnel. There is no conflict of interest for the Immortals. They report to the NISB director, who reports directly to the Emperor.
Members within the NISB Immortals are recruited from the Field Agent pool and are assigned alternative ranks as follows within the subheading of 'Field Agent Specialist':
Field Agent Specialists within the Immortals
Corporal - Lowest ranking member.
Lieutenant - Commands up to 20 subordinates on operation.
Captain - Commands up to 100 subordinates on operation.
Major - Commands up to 1000 subordinates on operation.
NISB Director - Not technically a member of the Immortals, but has the authority to order them upon any operation under the NISB umbrella, and may choose to personally command them in the field or designate a surrogate to do so on their behalf.
Operations rarely involve more than 100 Immortals. They usually do not engage in individual operations requiring major force of arms, instead operating in clandestine surgical strikes against select targets. However, it is within the authority of the NISB director to use any number of them deemed necessary, up to the full 10,000 on any operation. More often, there are dozens of small operations ongoing during any particular day, as the Immortals work tirelessly to extinguish threats to the Empire and the Emperor.
Occasionally, the Immortals will conduct operations within a major theater of warfare, coordinating with military forces or operating in complete secrecy as they deem fit.
