The First Order Intelligence: The Ubiqtorate

At one time this name represented the mysterious cadre of individuals leading Imperial Intelligence. Centuries later, the Ubiqtorate moniker was readapted for the Intelligence division of the First Order as a reminder to all of the shadowy threat that their agents personify. Where the stormtroopers are the guns, muscle and brute force of the military, the Ubiqtorate is the laser scalpel: shrewd and precise in the execution of their duties.

Organization

The majority of Intelligence operatives do not categorically fall under one branch or another. Instead, their duties are assignment based. This allows well-rounded agents to take on a variety of tasks or more specialized agents to focus their goals on the areas where they excel. Each division is led by a Senior Agent, each of whom respond directly to the:

External Affairs: the assignments coming out of this branch all deal with political entities outside of the First Order. If the enemy is where your mission lies, these are the agents handing out and receiving the orders. External has two subdivisions: Analysis and Adjustments. Adjustments is the black ops of Intelligence, their primary duty tkaing place in the field. Analysis takes and interprets data received and then creates strategies and countermeasures for the field operatives and other military branches to use.

Analysis specializations:
-Media: scour and slice the holo and other media outlets for useful intel
-Cryptology: create and crack coded messages
-Tech: maintain and develop spy technology
-Interrogation: question any captured enemies of the First Order

Adjustments: the black ops of the First Order. A secretive group, they answer only to their CO, the Minister of Intelligence, the Supreme Commander and the Supreme Leader. Only the most skilled and talented new recruits end up here. And once assigned, that agent belongs to Adjustments for life. The name of this group is not widely spoken, for if you hear the name: only death will follow. The agents of Adjustments wear nondescript uniforms without insignia or designation. That is if they wear a uniform at all. No order is issued over the holoweb, no awards or recognition is handed out, no trace that these agents ever existed remains. But their work speaks volumes of their talent and devotion. Other agents may still receive field duties, but Adjustments always get the first call.


Adjustments specializations:
-Surveillance: plant bugs, cams, and track high threat-level targets
-Counterintelligence: disrupt enemy operatives from gathering data on the First Order
-Infiltration: get in behind enemy lines to gather intel or initiate sabotage
-Destabilization: corrupt the government and populace of hostile worlds from within
-Assassination: take out high-level security threats in silence with precision

External Affairs, Adjustments CO: vacant

Internal Affairs: your friendly neighborhood Security enforcers and investigators. The agents receiving tasks from IA concern themselves inward on the operations of the First Order itself. These agents are those weeding out spies from out midst and keeping traitors from causing civil unrest or harm to the First Order. Though split into two subdivisions, the majority of agents receive assignments from the Security Branch. Re-education is a specialty assignment.

Security specializations:
-Interrogation: uncover the truth from dissidents
-Investigation: discover the truth in the field
-Surveillance: keep a watchful eye
-Enforcement: keep the peace

Internal Affairs, Security Branch CO: vacant

Re-education: This department of Internal Affairs is a thing unto itself. When those from within threaten to terrorize or destabilize the First Order, they must face the consequences. However, not all of them deserve the ultimate punishment. Many are mislead into believing that the ideals of the enemy are above our own. These individuals must be shown the error of their ways. Through successful rehabilitation, those who have been deceived can rejoin our brethren again, fighting for our just cause! Only the most loyal, fanatical, and fundamentalist of agents have the capacity to serve in the ranks of Re-education officers.

The Army and Navy have some spiffy threads, so I thought the Intel folks should get some rep, too! If anyone has better and/or more appropriate First Order art to throw in, that would be most welcome! Also welcome are any critiques, feedback, or alterations that come to mind!

One thing - you say the Analysis Division of External Affairs handles assassinations. Wouldn't that be a more appropriate task for Adjustments, since they are the "black ops" specialists?
 
Thanks! Part of it was to help better understand my character and her role and potential duties. The other part of it was to better illustrate the spy elements we could use and maybe get some other folks hyped for these kinds of characters.

There is a slight confusion with how I organized that part of the post. I intended for assassination to be under the "field operatives" division of External Affairs. I'll try and rework that a bit to make it a bit more clear.

Though on the other hand, the "field operatives" division of EA could be redundant with enough black ops folk running about. I mean, they would handle pretty much all of those specializations on their own. I just didn't want to imply that an Intel person would have to be black ops to work in the field. What do you think, [member="Ludolf Vaas"]?

I see, and I agree. Field Operative would be redundant.

In my opinion, it might even work if you simply combined Adjustments and External Affairs into one bureau. You could have the "black ops" of Adjustments simply be one of the Field specializations you talk about in the External Affairs section. That way an Agent could potentially do all of those things you listed in External Affairs. How about that?
 
I could be wrong but it sounds like "black ops" of Adjustments is resurrecting the cipher division of the old sith intell, which is I think a good thing. an formally submit my application for a position in it.

Actually, I got the idea for Adjustments directly from former Imperial Intelligence group titled "Adjustments." Since we borrowed the name of the Ubiqtorate, I thought a little more influence was in order. Though adapting black ops to more broadly cover field agents was more influenced by the CIA / FBI of the United States. I didn't use the Old Sith Empire as reference but I'll definitely read up on it since I feel like I missed that in my research, thanks for the head's up [member="Colrenth Renfrew"].

Since there aren't any commanding officers within Intelligence, I'd say you can go wherever you please :)
 
here some some of the old sith intell ranks and descriptions


  • Informer: Spies, scouts and informants who gathered information and relayed it back to base. Were often assigned a fixed position they would never leave.
  • Cipher: Operatives that were skilled in assassination, seduction, infiltration and sabotage. Ciphers were often the field agents and main attack force of Intelligence, adept with poisons, rifles and gadgets.
  • Minder: Information processors who received intelligence from Ciphers and anticipate their enemies movements. Minders work as internal security, screening Intelligence for vulnerabilities, and addressing any breaches.
  • Fixer: Technical agents who were adept at slicing, engineering and biomechanics. Often processed and made sense of technical data (such as datapads and bioscans) gathered by Ciphers.
  • Watcher: Observers that recover, process and analyze data, then relay their findings back to the Ciphers. Watchers report directly to Keeper.
  • Keeper: The main leader of Imperial Intelligence. Keeper gives orders to their operatives, comes up with the largest plans, and knows all the secrets of the Empire and Intelligence.
  • Minister of Intelligence: The true leader of Intelligence. The Minister handles the paperwork and technical details of running Intelligence, and reports directly to the Dark Council. This is the highest position a non-Sith can achieve in the Empire.

[member="Colrenth Renfrew"] I tried to incorporate those Sith Intelligence ranks into the Intelligence section I made over at the One Sith back when I was with them, but I found it was just too hard to work them in in a way that makes sense. I prefer simply saying that a good Agent character should be well-versed in most of those things listed.

I've been thinking since the few intelligence types we have seem to be more active than ones I've seen in past, and also to help recruitment, and for sake solitary, and knowing who is who, maybe we would should consider a few things.

1. assign TEMP. COs

2. Update roster

3. assign a minster of intelligence [we do not currently have one according to the roster]

4. Create and intelligence training tracker/ thread [2 fold, give Intel some more posting potential, easier to verify activity and post for promotions.


these are my thoughts as the things wee need to at least get the ball rolling on, before we start Heavy Intel story lines. I welcome any other suggestions and imput.

It would be awesome to have a mission list! In fact, there really isn't one for any of the other military branches, either. The Ren have their own and the Government folks have their own, though. I have often found that faction threads take far less precedence than dominions or dev threads in factions simply because you don't necessarily "gain" anything from them. They rarely reach any state of completion. But, I tend to like them far more myself (my own personal, writing bias).

I'll see if I can throw a couple of plot ideas together for us brain-ers and maybe we can collaborate with [member="Ludolf Vaas"] and come up with a combined military-faction-mission-listing thread.

As for a thread tracker, I don't have much experience with that. I even avoided it with my Jedi. Would you care to take a stab at that, [member="Colrenth Renfrew"]?

As to temporary COs and the Minister of Intelligence position, what do you think of having NPCs fill those positions for now? Gives the Ubiqtorate some more body without having to do anything that reaches too far out of character. We can even Codex them if they become substantial enough figures and kill 'em off if anyone comes along with the proper rank to step up.

Sounds good would like see them kinda in a CNC role for Intel objective in doms and invands. may also want to consider what branch the few of PC's will be in, and maybe create some NPCs fro all the branch to help flesh out post and story arcs. I'm also working on some shiny new toys for and trying to put together a standard Intel operative kit.
 
The MInister of Intelligence position should be an NPC for now, since that position should go to elites only. Though I see a bunch of other positions that could easily be filled by Adept-rank characters. [member="Sentiri"] has done a nice job of outlining the branches of Intelligence, so we should have some CO's for each of those branches. That would be you guys. Someone should nab those positions.

Indeed, I think we, should start working a thread were for what ever reason the minster is displeased with the current CO {npcs] and promotes new ones Myself and Sentiri, perhaps over the next dom or two. thoughts?

Sure! It makes most sense for Sentiri to be the CO for External Affairs, Analysis. Is that alright? Which would fit Colrenth best?

If you have the idea for the thread, why don't you go ahead and put it up? I'll see about crafting the Minister NPC.
