A Cry For Help

Stepping forward onto the center of the senate floor, a tall and lanky Neti stood behind a specially made metal desk he brought with him. The Neti tapped on the microphone, checking to see if it worked. When he confirmed it's functionality, he placed an oversized data pad on the stand.

''Greetings'' he said, his loud and booming voice only amplified by the microphone.

''I, am Xeedon Urto, newly appointed representative of Neti-1 or Netaleon as you may have heard it. I bring forth today a request from the people's of Netaleon.''

On each of the senator's screens a bill window pop up into view, on it read.

Safety of Netaleon Act

Bill 58931

1. Netaleon shall be inducted in the systems of the Republic.

2. The people of Netaleon shall be granted full citizenship and rights of members of the Republic effective immediately.

3. In a time of war, the Republic will render immediate aid to the people and planet of Netaleon

4. Due to the volatile and unpredictable nature of the situation with the One Sith and Netaleon, no fewer than 4 Republic vessels of length 100m shall be stationed around Netaleon.

4.1 This 'blockade' shall allow in and out the shippers and persons the government of Netaleon decide upon.

4.2 4.2 This 'blockade' shall end when a consensus is reached between Xeedon Urto and the Galactic Senate and ratified by her Supreme Chancellor.

This was an orchestrated attack. One week ago today, we presume this same guild was responsible for a bombing which took placed at my inauguration.''

At this remark, Xeedon removed his cloak to reveal that his left arm was entirely missing.

''While my arm will grow back, and doctors removed the shrapnel...no one can remove the deep and ingrained fear I have for my people. We humbly cry out to the senators and representatives of the Republic for help. Before this agreement goes before a vote, there will be a time for questions....do we have any?''

Martika reviewed the bill with a stern look; several of its tenets concerned him. "Netaleon...where is it located?" He asked his aide, who shook her head. "I've never heard of it," Martika added. The aide began researching the world on her datatablet as Martika began making notes on the bill.

"4.2 This 'blockade' shall end when a consensus is reached between [member="Xeedon Urto"] and the Chancellor or a representative appointed by the Chancellor."

"My concern for this measure is that it takes negotiating power from the Senate. Our society provides such power to its legislative branch, rather than its Administration. I would demand that the language of this particular measure be altered to reflect the relationship between Nateleon's people and the people of the Republic and their representatives in the Senate."

"4.3 Should, at any time during the blockade's residency, there be fewer than 4 ships of 100m: this agreement is null."

"I have similar concerns here; the Republic military will in all likeliness retain their right to move assets around the Galaxy based on need. Nullifying a membership agreement forged between the people of Nateleon and the Republic based on such normal operating needs is rather extreme a response. My vote would require this provision be removed as our brave military leaders must consider all worlds equally in their tactical debates."

"My concerns here are similar to those I held for measure four-point-three," Martika concluded. "Unfortunately, the retaking of a lost world is dependent on many factors, only one of which is time. If we cannot commit the resources to the retaking of a world, then we cannot commit to retaking that world, especially on a stringent timeline. My vote will also require this tenet be removed from the language."

"Senator, a transmission for you.", his secretary said as he walked into his office. With a nod of thanks, Gael proceeded. After taking a few moments to get settled in, he opened the document that was sent to him.

Upon reading over the document, he had a few concerns, but nothing particular of note worth mentioning. What peaked his curiosity was who was sending it. A non-Republic non-senator proposing legislation for the Republic? While this Xeedon Urto's concerns were legitimate, he wasn't sure they had any standing.

He began his reply.

I am unfortunately not your person as I am already preoccupied with diplomatic relations with the United Clans of Mandalore and cooperating on authoring two pivotal pieces of legislation. I am certain you will find someone willing to take up your cause.

I had spent the better part of the morning in my office, which I didn't even know I had on Chazwa until recently arriving to the Republic Capital for the first time. My travel mug was full of Yavin Black Leaf Tea, great for the immune system and also wonderful anti-oxidant.

I happened to be reading the holonet news on the recent assassination of Senator Blackstaff. It was truly unfortunate however ti should that now more than ever the need for the Jedi to be assisting alongside the Senate and Republic to help protect against such vile dangers.

A chirrup on my commlink informed me via a Senatorial message that I had to attend a meeting at the Senate floor.
I sighed and put away my datapad and made my way down the halls with my security detail in tow.
I was accompanied equally in number by Senate Guard and my own personal guard of now ex storm troopers.
Striding down the halls eight deep I found myself reading intently on the world of Netalon, it was a very interesting world and likely had a plenty of economic opportunity. The world of Kiribi Represented by Senator [member="Suravi Teigra"] would be interested in a new neighbor. Still though the language of the bill raised a few red flags.
Finally I came to the entry way for Carida.

I entered into my Senate booth with my personal guards taking seats behind me. I wore my olive Imperial uniform without rank insignia and a simple red sash that went from my left shoulder across down to my right hip. With travel mug in one hand and dataslate in another

I had arrived just in for the Netalon [member="Xeedon Urto"] to speak.
After listening to his... her's? It's? Plight and cry for help.
I began to read the language presented once more.
Before I could respond Senator [member="Geral Varta"] took the lead.
I stood back and listened intently before responding myself.

"I concur with the honorable Senator of Umbara. The language of this bill reads more as a Treaty, in particular a blend of Status of Armed Force Agreement, than a legislative act. In addition to the concerns Senator Varta has raised I find issues with Section 7. and Section 8. and Section 9." I paused for a moment to gather my thoughts.

"Representative Urto, Section 7. Economics and commerce are certainly welcome in the Galactic Republic there is certainly a grave issue if this bill is ratified. My suggestion here would to be rework the language as this particular sentence structure in Galactic Basic would bind your world to this agreement until such a time as the bill can be amended or repealed. In which case it would cause a lot of headache for our future selves. I may be an Imperial in nature but understandably my good colleagues here would rather not have to enforce such laws."

I paused again, closed my eyes, and sipped on my tea before proceeding

"Section 8. Concerns me greatly. First the Galactic Republic and her Armed Forces rely solely on an all Volunteer force of personnel. This section is moot and quite frankly should be simply part of your government, errr... Correct me if I'm wrong, the Alliance of Netalians I believe according to my information, and its own self defense forces. However every citizen of Netalon should have the freedom to volunteer to enlist or attend our military academies and commission in the Armed Forces of the Republic. I would revise this language to reflect this. I also suggest that you bring the language of Draft back to your home world and integrate it into local law for the betterment of your people. A particular matter though is that those who shall volunteer for the Galactic Republic's Armed Forces can no longer be included in the draft of the AON."

Another pause as I reread Section 9. again,

"The language here is very specific. I like that. It does not though work well with the other sections. It would be a logistical nightmare to have to move ships in an out of this defensive 'blockade', as I can best describe it, to supply and rotate units out of those facilities. Orbital facilities that can integrate in the defense of Netalon's defense force will go a long way to cooperation."

A last and final pause,

"Lastly Representative the introduction of a Bill to the Senate requires that your world's government meet and agree to ratifying the Charter and Constitution of the Galactic Republic prior to legislation measures being brought before the Senate. Unfortunately this means that this particular bill will likely go no further unless of course my colleagues disagree or the Supreme Chancellor weighs in."

I sat back for a moment to await a response from the Representative or perhaps another Senator.

She was no longer a Senator but she could listen to the sessions. She accessed the Bill currently being put before the Senate.

Teigra Residence, Old Izrul, Kiribi

Before making a response, Suravi had taken
time to research Netaleon in depth. In her research, she found the system to be a prime candidate for Republic membership. It had a strong economy based off of grain exports, and a powerful military. As far as she was concerned, they would be a nice addition to have around due to their proximity. Along with Eshan and Carida, Netaleon would help complete a much-needed buffer for the Kiribian system, which now sat at the very back of Republic space as the central government relocated to Yutan.

From her study, she recorded a message for Mr. Urto with an inbuilt holo-communicator. At least on her end, her system had the ability to transmit and receive high-definition holograms in full color.

"Representative
Urto, before we begin, I would like to offer my condolences for all losses incurred as result of the barbarous attacks by Sith terrorists. No matter the outcome of these negotiations, the Kiribian government is willing to offer humanitarian aid as needed."

"Now, on the topic of this treaty you have presented, I find your terms reasonable. However, it may take some time for Senate and administration to reach a consensus on this bill. I expect more than a few of them to request some revisions for flexibility. In the meantime, Kiribi can deploy an expeditionary group to Netaleon within the week, if you will allow it. Because of your system's close proximity to Kiribi, we would require no bases at this time."

As a neighboring system, it was in Kiribi's best interest to see to the security of Netaleon. It was vital to keep the neutral region that in and around Netaleon free of Sith and Mandalorian influence.


"I would also recommend that you look into reaching out to the Directorate for immediate military aid. They're a private force that likes to lend aid to systems like yours. If you'd like, then I can put you in contact with their leadership."

Xeedon shifted around the podium and cleared his throat. He grasped tighter onto the metal. He tapped quickly on his datapad, sending a response to [member="Gael bar Ammon"]

Xeedon looked up from his datapad and answer the statement from [member="Caius Flavian"].

''Senator...Flavian is it? You should be elated that my people wish to provide farming goods and would even surrender their lives to the cause of the Republic. I am...unfamiliar with the military force of the Republic and merely offered section 8 as that it may not be said we were given special treatment. However, rescinded.

On the last comment, the people of Netaleon are willing to go to great lengths in order to join this Republic.''

Xeedon Urto smiled as he heard [member="Suravi Teigra"].

''Senator, you kindness and acceptance of my treaty is...refreshing. I wish your colleagues were as accepting. On behalf of the people of Netaleon, we thank you and accept your offer from Kiribi. I would also invite you to join me in a private, all expenses paid retreat to Netaleon. Should you decline due to the explosive nature of the events surrounding the planet, the offer is open for whenever you would request it. The people of Netaleon seek a government along with a large military power, the Directorate is simply not what we are looking for.''

Xeedon tapped a few more buttons on his datapad and another window popped up on the senator's computers.

Martika listened to his colleagues' responses and Urto's subsequent reply before addressing the many concerns before the Senate body. As his aide typed away to conclude edits to the bill and offer Varta's own version of it, he took the moment to verbally address his concerns and those of his fellow representatives, referring to [member=Gael bar Ammon] first.

"Senator bar Ammon, the Netaleon representative must merely submit his proposal as a petition for membership in order to be officially voted upon; however, there is no reason why we cannot address its contents now." Martika returned his attention to the Netaleon.

"Representative Urto, I apologize if the language of my criticism of your proposal presented as austerity. You wish to do everything you can for your citizens, please understand that we must do the same for ours. That being said, in order for me to provide my support, the concerns of the Republic at large must be addressed before those of any individual world. I will provide now for those attending, a version of the membership proposal that serves the greater Republic good, with Netaleon at its center. Our changes are marked in red."

4.1 This 'blockade' shall allow in and out the shippers and persons the government of Netaleon decide upon. The local Netaleon government will remain responsible for establishing and conducting their own civilian and corporate customs procedures. Petitions for assistance with the establishment of infrastructure in this endeavor may be lodged with the Senate Committee on Transportation and Infrastructure.

4.2 This 'blockade' shall end when a consensus is reached between Xeedon Urto and the Galactic Senate and ratified by her Supreme Chancellor.

4.3 Should, at any time during the blockade's residency, there be fewer than 4 ships of 100m: this agreement is null and void.

5. Upon agreement between the Republic and by the government of Netaleon, Xeedon Urto will become senator and representative of Netaleon effective immediately. Martika gave the general assembly time to read his revised proposal. In the meantime, he addressed Urto again, this time in reference to an assumption the Netaleon had made about his service. "The Republic does not merely adopt individuals of experience into the ranks of its great Navy. While I am sure your people enjoyed much protection under your leadership within the Netaleon Navy, the decision on your standing within the Republic Services is not for yourself, or even our body to decide. The Republic Military promotes from within its own ranks, which must be earned through a lifetime of service."

Xeedon finished reading the highlighted document and looked up. He took a sip of the barrel sized water container and began to speak again.

''I recognize the highlighted document provided by [member="Geral Varta"]. I apologize for my...blatant language, however I will not apologize for my stubbornness when it comes to some of these issues.

Issue 4...perhaps, Senator, should you have been at these terrorist attacks you would understand the need for these battleships. The Republic military is very expansive, and these four ships will not be missed. To compensate for the loss, I even purpose that the government of Netaleon would purchase four new ships to be used in the blockade by the Republic and then be taken into further use after the blockade has ended. I implore you, do not get hung up on this insignificant issue.

Issue 4.1, I believe that this is just a vocabulary issue. Edited.

4.3, Senator, if you truly believe that the Republic is trustworthy...this is a non-issue.

5, My government and people have sent me here as a representative with the knowledge that, should Netaleon be inducted into the Republic, I shall be the senator. We have multiple documents verifying this which I am forwarding to your datapad, now. This issue will not be edited.

Martika was swift to retake the podium as he had remained standing for the duration of his last engagement with Xeedon Urto. "My apologies for misinterpreting your measure regarding your standing as the assumed Netaleon representative. I was unaware that official decisions had already been made." Here, Martika returned his attention to the most contentious portion of the proposal: The strength of a Republic military presence in the system.

"My friend, I feel as if you have misinterpreted the intentions of the language I have proposed for paragraph four of the petition. If the situation at Netaleon, of which I have not been able to assess, requires only two vessels rather than four, we would be expending a copious amount more resources in defense of Netaleon that could be put to use elsewhere in the Republic. I understand you feel these issues are minor, and yet they can mean the success or failure in the defense of other worlds. Thus, I cannot in good conscious provide this petition my support unless it is made clear that the strength of the defense of Netaleon on behalf of the Republic military is determined by an assessment of the military and threat conditions of the system in question. Similarly, my support will require that section four-point-three be removed on the basis that the membership of Netaleon must not fall into disarray due to the necessary reallocation of military assets. If at any time your system does not need any number of its vessels in defense, and those vessels are deemed necessary in other theaters of conflict, the Republic Military must be free to reassign them without threat of secession from the Netaleon government. We would be remiss in our duties to the stability that civilized societies thrive on if we were to make such fragile alliances."

Straightening his posture, Xeedon stood at his full 12 feet as he addressed [member="Geral Varta"].

"Senator" he began.

"I have provided a counter plan in which the government of Netaleon purchases 4 battleships and hands them over to the Republic to be used in the temporary defense of my planet. If this does not appease you I do not know what will."

Xeedon stepped back and let out a loud string of coughs.

Martika sighed, considering the possibility that Urto did not fully comprehend the intricacies of galactic diplomacy. From what Martika understood, the Netaleon representative was wanting to purchase warships for the Republic to use on loan during times of need in the defense of Netaleon. It was overly complicated, and Martika was unable to ascertain why the Netaleon was being so thick about it.
"At this time, I cannot speak for the needs of the Republic military; their leaders make their own requests for resources. They may not need or want extra vessels. That is why I posited an evaluation to ascertain the military needs of the Netaleon system; that way the Republic military can institute an appropriate defense of your newly accepted world. Representative Urto, this is standard practice, please do not be so alarmed by it that you poison the well before we have all had the chance to drink from it."
Martika shook his bald head slightly from side to side before continuing onward. He didn't want to deny the individual's world membership, and there was no reason to. "The issue here, Representative Urto, is not paying for such vessels, but your attempt to dictate Republic military doctrine and fiscal policy from the status as a foreigner. This body looks forward to adopting the petitions of all worlds who seek to join the Republic, but we cannot simply do whatever others feel should be done to appease these petitions. With all due respect I would urge you to accept a joint defense agreement as it serves every goal you seek to attain. Such a petition would have my support, thank you."
Martika stepped back from his podium, renouncing the speaking floor. He returned his attention to his aide, who was working ardently at her datatablet.

Alexander sighed, his head lulling back and resting on the seat he sat in. It was the first day he was back and this seemed like everything was normal except for one thing. He looked on the bill in the same way that [member="Geral Varta"] did and that was to him a bit unnatural considering the short time he had known the man... perhaps a reevaluation of the man was in order but for now Alexander had the problem of the bill itself to worry about. First, he was as unfamiliar with the planet as his other senators, staring at the name and letting one of the few remaining aides he had run it through and find what they could. With that going on he spoke while he waited.

"Representative Urto, i must agree with Senator Varta, though for different reasons. You are asking that we be able to without question help your world in terms of an invasion by an external threat. This means we would be obligated more so than any other world to defend you first and from a strategic standpoint you put in jeopardy every other world of the Republic in your short shortsightedness. If we were to sign a bill with such terms it would leave the Republic's enemies without the problem of forcing us to fight on their terms and as im sure you will understand... that is suicide with the strength reserves we still have. Lastly on the note of article six, i am not comfortable with making you a military dictator when that is not up to the decision of the Senate. That is something for your home to decide and your insistence of it here shows little in ways of their support for you in that realm." He paused and looked at the bill once more.

"Further, i am not comfortable with the idea of your using Republic ships to enforce a blockade, be it as what ever you describe it as. It is the very thing in which we all stand here in remembrance of concerning our last Chancellor and her failures to uphold what it means to be a member of the Republic and a leader for it. Your words etched here puts your fellow member worlds in danger as well invoke a level of tyranny that my previous senators fought against as well as a greed in joining simply for the power of the republic to be used to serve your people. I will not deny that our people do the same, i am sure many of us here are thankful for the protection we receive from the Republic's forces and are hopeful that if we were ever attacked that the Republic would respond in a way to save our people from those of the Sith. But keep in mind that to be a member of the Republic is to mean safeguarding not only your world but all those within the reaches of the Republic. Does that make sense to you?" Alexander shook his head and rubbed at his forehead.

"I cannot support this document until Articles four and six are removed... completely."
 
''I recognize the comments from Senators [member="Geral Varta"] and [member="Alexander Sannes"].'' Urto let out a deep sigh, politics was a slow moving vessel.

'' Senator Sannes, firstly, the intention of article 6 was not for myself to be a military dictator...I will have documents sighting the approval of the offices of Grand Admiral and Head General concerning this clause as I have just sent them both the clause and requesting their permission. Seeing as I am second-in-command in the naval forces of my planet, and the Grand Admiral was gravely injured in one the explosions, there is a high probability I could be Grand Admiral in a matter of days. The intention of article 6 is to make sure the people of Netaleon can receive the best amount of planning for a counter-invasion possible. These rights are surrendered when we regain contact with these positions. It would be impossible for me to become a dictator under this article.

On article 6, this is merely to ensure the Republic takes proper action in the event of an invasion. Notice the wording, it promises that a counter-attack will be planned, not executed. This new wording was a result of Senator Geral, who I presume agrees with his own wording.

Senator Geral, perhaps we should recognize a military leader from the Republic forces. They should be able to shine a better light on the subject. I'm sure that any ranking officer, soldier, general, sergeant, or commander would be pleased to have new ships in the navy. I would also remind you that these vessels are not the primary defense of the planet, we currently have a blockade in place, we merely request a Republic presence.''

Martika might have remained silent had Sannes' comments not been off the mark. With a polite nod, he quickly addressed both individuals. "Senator Sannes, Paragraph Six merely ensures that as a Republic world, we will address any military action taken against Netaleon. This is a protection we offer all systems of the Republic, and it provides our united defense forces. To remove this paragraph would be unprecedented, and would deny Netaleon the rights of the rest of the Republic's member systems. Without such an agreement, the Republic never would have responded to the invasion of Contruum, or the other countless worlds that have suffered aggression. As for Paragraph Four, I am reviewing the documents regarding the Representative's appointment by their own local government for the positions they are describing, both civilian and military. There is no fear of dictatorship here."
Martika looked back to the Urto. "Representative Urto, you will not circumvent the authority of this body by appealing to our military leaders, whom have no power within this assembly. You state you merely request a Republic presence; I am offering you one that is based on assessment of the military situation within your system. That is standard fare, and the only fare I am prepared to support."'

Xeedon took a pause and took a look at his datapad. He then set it down and took another drink from the massive cup. He coughed slightly as he resumed.

''Due to these edited conditions, the government of Netaleon will not purchase new ships for this Republic. I fear that once the military leaders hear of this lost opportunity, they will be angered with this Senate and yourself. However, for the sake and safety of my people, I will edit article 4. The edited document is as follows.''

Standing from his seat Martika nodded and signaled his personal acceptance of the alterations with a raised hand. "I forgive your attempt to shower responsibility for your own people onto this governing body, yet would like to remind you how delicate diplomatic relations can be. Oft times the difference between success and failure, Representative Urto, is the ability to remain objective and calm in the face of adversity." Martika held the creature's gaze firmly for several long, silent moments before returning his attention to the Senate at large. "I will now yield the floor to the remainder of the Senate for discussion on either variations of this petition for membership. Should none wish to offer their thoughts or suggestions, I will make a motion for a preliminary vote."

'Celestials take me... I'm still quite the xenophobic racist.' I thought quietly.
I wondered what had led to this bizarre moment not just in my life but also in everyone else.
A tree, a walking talking tree, was attempting to dictate a Treaty to a galactic government
Now I used to be very much humancentric and if it were not for the enlightening I've gone through under Empress Kista Fel, during my time in the Imperial Remnant, well I wouldn't be here at all!

I honestly had to admire Senator [member="Geral Varta"], his work on assisting the Netalon and guiding it through this process was commendable.

In fact I decided to notate on my personal datapad to recommend him for the Foreign Relations Committee as a suitable candidate.

I listened to several of my fellow colleagues each express their concerns.
The Senator from Eshan, [member="Alexander Sannes"], gave further credence to what seemed to be a general mood of dissent.
Still though Senator Varta seemed to be taking it all in stride.

The Netalons initial response toward my own simple objection in wording was certainly off putting. Yet once again I had to remind myself that I was in a diplomatic discussion, as Senator Varta put it diplomacy was delicate, but it was tough getting through that thick bark.... Head? I gave a quiet sigh though as a lot of what was being tossed about here was unnecessarily complicated.

The floor was now once more open again to address concerns.
I pulled up our current status report of the Republic Navy's Fleets.
It would appear that it both 1st and 4th Fleet would be involved with this.
Assets from 1st Fleet could very well be stationed in the system who could rotate out and join 4th Fleet in the neutral zones and Republic Space.
A task force could be assigned from 3rd Fleet to be stationed at Kiribi in order to both respond to Mandalorian aggression or Sith attack. Bolstering our 'northern' defense so to speak. I shared this information and potential strategy with a flick of my wrist to my fellow Senators.

I spoke
"Senator Varta, thank you for your guiding hand through this endeavor" I first addressed my colleague as I straightened my back a little giving myself almost eye to eye with the Netalon.

"Senators, Representative Urto, I feel as though we are nearly at a point where we can vote on to allowing the system of Neti-1 and her government to join the Galactic Republic. I have one last concern but hear me out as it certainly is a matter worth looking over once more." I paused for effect and sipped my tea.

I began again while slowly gazing around the room
"The Common Defense of the Galactic Republic is the basis for which we hold in high regard. While the initial language Representative Urto brought before us was not in the interests of all. I feel that now we have reached a point of satisfaction."

I looked directly at Xeedon Urto

"I put forward to you Representative Urto so as to simplify the language further to simply remove section 9. entirely and in Section 6. begin with the following: The System of Neti-1 and her government consents to the Common Defense of the Galactic Republic."

I stopped again and brought up further info on the current status of the Armed Forces

"With that consent your system opens itself up to the inclusion of Military forces, the arrival of military forces in its defense, and the fortification of the system. Note that this does not simply mean your system will be turned into a fortress world over night. It does open up the AON to further. The reason I ask for this further revision is once again we are being far to specific." I glanced up at Senator Varta before returning it to Urto "Your world and her government wishes to join the Galactic Republic and we are welcoming but must ensure that all systems are treated equally."

I pressed a few buttons and submitted my revision of section 6.

"The specifics of how the Armed Forces of the Republic operate in your system will be managed through the appropriate channels. Supreme Commander [member="Willam Forlon"] will likely make the determination on what specific forces shall be present in the system based on the needs of ongoing military operations. For now though we'll have to work on determining which forces from 1st Fleet can be allocated to the system, with rotations from 4th Fleet who can manage the neutral zone between the Sith and Republic space. We can also make the appropriations and simply direct the Supreme Commander to allocate a Task Force from the 3rd Fleet, whose role is Rapid Response, to be stationed in the Kiribi System so as to not only respond in defense of Netalon but also that of nearby Republic systems."

Almost done, another sip of tea and a breathe of air before continuing

"Again though Representative Urto those specifics shall be discussed further between your military chiefs and our own but most importantly the Office of the Supreme Chancellor [member="Jack Sparrow"]. Lastly, despite my background, I do not feel at all comfortable with empowering a Senator with the ability to conduct or manage military forces in the capacity as a Flag Officer. My reasoning here is that it sets a precedent for others to seek co-opting the military for personal reasons at the expense of the wider Republic. How your government wishes to manage its self defense is outside of our jurisdiction. Thus there is no need to mention in this treaty who specifically shall be in charge of the Alliance of Netalon's Military or the System of Neti-1's self defense."

I pressed another button and again glanced toward Senator Varta who had spoken on the matter of officers and the commissioning of such.

"On specifics of military commanders in the event of conflict in the system of Neti-1 we can authorize that a qualified candidate from the system of Netalon be commissioned as a Flag Officer of the Rank of Commodore in charge of the 1st Fleet assets specifically in that Area of Responsibility as his or her or..." My voice trailed a little as I caught myself and continued "ahem, first duty station and will likely be stationed elsewhere. This will not be included in the treaty but it is something we can do to reassure your system of our commitment of Common Defense. I also want to one last time reiterate that I again will not consent a yay in ratification of these terms in the treaty if language specifically puts a potential Senator in a position of operational military authority over Republic Forces."

It was probably the most Ironic argument I have ever made in my life.
What a point of principle to stand on for myself.
An Imperial who still believes in everything I just spoke against had uttered such words.
I tossed around the old sought after position of Moff from my time in the Imperial Remnant. I had only rose to the rank of Commodore, the lowest rung on the Flag Officers ranks in the Navy. Still though my time spent in the Diplomatic Corp of Imperial Intelligence during my junior officer years had allowed a much more expanded skill set than just military strategy Something I had though was necessary in preparing for achieving the broad sweeping power and authority of a Moff.
So much for that though! I guess I'll have to settle for Senator.
Today though was a unique day.
To advocate against concentrated power and authority.
Oh my grandmother would be turning in her grave right about now.

It was necessary though.
To achieve [member="Kista Fel"]'s goal of bringing about galactic peace.
We had to humble ourselves for the greater good.

Worst Ghost in the Galaxy
The clone from Cartao was sympathetic to Urto's desire. He too had been a soldier before he had been elected a leader. It was not easy to balance the weighty values of military command with political power, and such conflicting interests were dangerous. However, for those who had been warriors thrust into leadership, it was an easy thing to desire. Hell, part of him wanted to keep the Clones under his thumb and in his pocket, an easy force to keep Cartao as a safe world for miltiary expatriates. However, sometimes, you had to balance the diesre for safety with the desire for the well-being of the people.


"Mr. Urto," he said gently, his strange, cheerful accent sticking to the somewhat somber tone of his words, "As a fellow man of both military and political experience, I understand the spirit in which you wrote this proposal. And I do not question the desire to protect your fellows and kindred on your homeworld. However," he said with a nod to the more rigid former Imperial who had spoken before him, "Senator Flavian of Carida is correct in a manner. It is dangerous to allow military command to be entrusted to senators, even as a provisional emergency power. Even those as experienced as yourself can be pushed into wrong decisions and conflicts of interests when given both military and political responsibility over a planet. "


He continued, hoping the new guest before this Senate would hear him out. "However, it is unfair to demand a lack of agency in this regard from yourself or your people. All free citizens of the Republic, which you have clearly expressed a desire to join," He continued, "should have a right to defend themselves. As your planet has an extant naval command structure, and your proximity to Sith Territory demands a certain level of Naval protection, would it be possible to instead request that the existing Netalian defense forces participate in training exercises for tactical integration with Republic military personnel? This way, the resources can be utilized to defend Netaleon without forcing alterations to military chains of command. In addition, we could include a recommendation of transfer of military personnel native to your own world to the task force of ships assigned to patrolling the sector of space. Combining this with the already written provisions allowing for the placement of military facilities on your world would allow us to integrate a sharing of resources and training. Of course, as Senator of the world, you would lack formal military command, but your advice and counsel would still be used in a strategic capacity, much as my own has been in the production of military bases groundside on Cartao," he said, hoping that Xeedon got the idea. While it would be dangerous to push for a combining of military and political power after the Lasedri debacle, it wasn't unheard of for a Senator with a military background to provide consultation outside of command. The existence of joint exercises could allow the people of Netaleon to get used to working with the Republic, because while it was obvious that they needed the assistance, there would still be some issues with trust and collaboration without some level of cooperation. He pushed in his own amendments to the relevant sections 6 and 9, highlighting his idea of the preferred language, and displayed them on the screen. "Perhaps something as follows?"






6. In order to best assure the protection of the people of Netaleon, the existing military of the planet shall develop a plan in conjunction with the Republic military forces, including joint training and risk assessment. In the event of force isolation of the planet either by communication interference or physical action by enemies, said plan will be executed by acting military command, prioritizing the protection of the planet and its people in accordance with Republic law.

9. The Republic military may place bases and training facilities on Netalion. In addition, the armed forces of Netaleon and the Republic forces may engage in joint training exercises to better improve their defense and tactics within the region and sector.


He nodded. "Representative Urto, I believe my alterations to the language will allow a larger extension of trust on both sides, and encouraging joint training exercises will create us opportunities to better establish defenses both in Naval and Ground engagements, in the event of further incursions from the Sith, or other forces that may wish to do us harm. You do not necessarily need to copy the language, but keep in mind that many here are cautious to promise military command to a government official, as we have had to suffer the penalties of that decision in prior history, and prefer the development of existing military without pushing for a Senator being given provisional command."


He then turned to Flavian. "Senator Flavian, while I do agree that we must ensure a certain level of oversight in the chain of command, I also believe that allowing for a clause that describes exactly what you proposed--a coaltion of the Republic and the existing Netalian Military--may be recieved a bit less harshly than a phrase demanding specific acceptance. While your language is expedient," he said with a wave of the hand, "It pushes a tone of subservience which I feel is missing the spirit of this request. We must acknowledge that while the Netalians desire our annexation and protection under the banner of the Republic, they are entering as allies and colleagues, and their existing chains of command should allow for some provisional collaboration. I do agree that the Senator himself should abstain from military command, though. It creates too many conflicts of interest," he said with a calm, almost soothing demeanor. Although, to be honest, part of him wanted to grab the large tree-being and shake him by the shoulders. Asking that a Senator, new or old, be given military command in such a fashion after what happened with Lasedri and Garter was both dangerous and ignorant of recent affairs.



Still, Nick understood the desire to take actions to preserve people, especially after attacks such as this one. While he didn't think it was wise to give this new Senator military command, he did agree that some level of military support should make it to their homeworld. The threat of the Sith had to be kept in check, and that meant preparing adequate defenses. If this world wanted to volunteer its efforts because the people knew where the front lines was, who was he to deny them that opportunity?
