Bill Name: The Secure & Stable Alliance Act

Purpose of Bill: To allow the Republic to establish more secure, stable, and lasting alliances that will not fluctuate everytime with the change of the chancellorship.

Language of Bill: This bill will first recognize the fact that currently the Chancellor has the full executive authority to establish and destroy alliances. This bill will secondly recognize the fact that there is a wide political spectrum ranging from peace dove to war hawk in which the chancellorship may differ, depending on the elected chancellor's individual opinion. This bill will thirdly recognize the fact that it is inappropriate to leave the Galactic Republic's entire relations and alliances at the hands of one individual, as the Republic as a democracy must represent the opinons of all of its member planets not just that of its executive head.

In the interest of establishing safe and secure alliances with factions across the Galaxy, this legislation will hereby:

- give the Galactic Republic Senate the final say in establishing all formal alliances and partnership betweent the Republic and any other faction. The chancellor may negotiate for an alliance, but only the Senate can approve the alliance to make it official.

- calls for the Galactic Republic Senate to review all current relations with other factions and to make clear distinctions between enemies and allies.




Senator Beswin read the draft outloud infront of the Senate. This was not going to be at all the final legislation that passed, far from it. It would have to undergo revisions and such before it would make any progress, but the Kuati Senator felt as if the legislation at least had the right aim in mind.

She eagely awaited the Senate's response to the proposed draft.
 
Juthan stands as the Senator is done, looking out over the other senators. "My Fellow Senators, in my short time here i have made it clear my standing on this issue. And as such i will not take my time and merely vote Aye, the Chancellor should not have as much power as was given to him, as such i urge you all to see the problems that giving the chancellor the power that can shape the future of the Republics foreign relations. @[member="Alena Beswin"]
 
Silas rose slowly, his movements laboured "Finally we have brought a real solution to one of our issues.I give my support to this bill and perhaps we will be able to remain more stable now." Silas had not said much for there was not much to say.He remained standing and watched
 
Senator Beswin nodded at @[member="Yusan Fenn"]. She was slightly confused however by what he meant when he said "i will not take my time and merely vote Aye". Whatever that meant, she hoped that the Senator from Eshan would think through this and vote in favor of the bill.

"Thank you Senator Opri." Alena said to @[member="Silas Opri"], giving him a thankful nod.
 
Alena nodded thankfully once more, her bill seemed to be not badly controversial in the Senate, at least for now. She wondered what other senators thought about it as well.
 
"I have but a single question. Will this bill act retroactively and give the Senate the ability to vote on our current political affiliations and agreements that were set into place by previous Chancellors?" @[member="Alena Beswin"].
 
Alena gave Senator @[member="Ned Rostu"] a respectful nod. "Yes, senator. As it is states, upon the passage of this bill the Galactic Republic Senate will review all current relations with other factions and make clear distinctions between enemies and allies." she informed him.
 
Chi read over the proposal half-listening to the Senate's discussion, and then a second time while waiting for an appropriate lull into which she could speak. "I'm in favor of such a bill, despite the fact that it will add yet another barrier negotiations. If time has shown us anything, it's that we can argue anything amongst ourselves until Hoth melts." Such a disparaging joke was probably in poor tastes to say in front of the assembled senate, but Chi knew a lot of them felt the same way she did.

Harkness looked up and gave a smirk. "I am also in favor of this, secure relations despite changing leadership will move us forward. You have my vote for this senator." There wasn't much else, it was a decent bill, served a good cause and might help them in the future given everything going on.
 
Senator Beswin gave an approvingn nod to Senator @[member="Chi Chuchi"]'s remarks. That definitely was a possibility. "Stil, it will be much better to establish lasting relations that the majority of the Republic approves of through talks in the Senate rather than to establish foolish partnerships with non-trustworthy factions."

"Thank you very much." she added to Senator @[member="Jack Harkness"].

"I believe this legislation clearly passes." Alena informed Chancellor @[member="Philip J. Halen"].
 
Alena gave the Chancellor @[member="Philip J. Halen"] a respectful nod and gave a thankful smile to @[member="Hanna Vondiranach"]. "I am very glad that the Republic can now finally work on reestablishing itself as a credible faction in this Galaxy again. We will start off tomorrow's meeting by beginning reviewing our current relations with other factions."

She gave a sigh, looking over her fellow senators. "This is clearly an attempt to capitalize on the instability of our suffering executive branch in order to grab power for the legislative branch. I will not participate in some foolish power grab that'll result in more instability for our government."

After all, this was the situation.
 
Bill Name: The Security and Defense of the Senate act.

Purpose of Bill: To better protect the Senate and its Senators from future acts of of aggression and attacks on the Senate. This being proposed in light of the recent attack on the Senate building in which two Sith Masters were invited in and destroyed the Senate Building. This led to the death of many and general panic on the streets of Coruscant as result of the attack.


Language of the Bill: This bill will first be in place due to the fact of the recent revelations and events of the past two weeks. As the threat of a Sith within our ranks and the fact that two Sith were able to walk right into the Senate without a second glance and destroy the building without anyone stopping them. Secondly, the security of the place of meetings for the Senate needs better protection and security and as such this will also recognize the initiation of a Garrison for the Senate. Lastly this will insure that no one will be able to undermine the Republic and humiliate us ever again.

In the interest of protecting the Senate, its place of warning and to insure there are no infiltrators or insurgents within the current government the following will be instituted if this this bill is passed:

- Extensive background checks will be done on all guest, security, workers and other such personnel that enter the building so that it is made sure of the allegiance of the personnel. The information will be held by the SIS head, Supreme Chancellor, and High Jedi Council.

- Extensive weapon searches will be done on all personnel who are not cleared for such, including Senators, guests, and other such groups that are not for security. With permission from the head of Security senators may carry weapons, the search will be done but the weapon will be allowed. (The second part was edited and was clarified.))

-Background searches will be don't on current and future Senators and this information will be only accessed by the High Jedi Council, and the Supreme Chancellor.

-The Senate will employ its own garrison so that quick response to the scene of an incident is no longer a problem. This garrison will be a well known elite force known as the Wildcards. This will allow for any future threats to be dealt with faster.

-In the event of an incident pertaining to the Senate, a Senator will have the power to call upon the aid of the Jedi or the Republic military so that casualties are lowered and the innocents are not harmed.

-Lastly, due to there being no place for a current meeting it is proposed the meeting place of the Senate is moved to the fortress world of Anaxes so that this can not happen again without certain protection and defense of the Senate.

Yusan stared around at the other Senators as he finished reading off the points of the Act. The senators had to meet via holocall due to the destruction of the Senate building and due to there being no other place for them to do so. He wasn't worried though, this bill made sense and was needed or something like the attack would happen again and there would be the same result as the last time.
His face remained calm and collected, leaning on his cane that he had made out of vibrosteel. He had been one of the Senators wounded at the Senate building and had been the one commanding the forces after the event from the command and control center. He had seen the devastation and chaos that had come from result of the two Sith. If anyone knew the need for this bill it would be him, the chaos he had to deal with was something that caused countless damages financially and quite a few deaths.

Senator Beswin started speaking after the Echani senator @[member="Yusan Fenn"] finished speaking.

"I am happy to see such a bill on the floor. Some things should be clarified and some I disagree with, however. You say that "the information will be held by the SIS head, Supreme Chancellor, and High Jedi Council." Define in the bill what SIS stands for, perhaps? Moving on to the things that I disagree with. First, is that with the passage of this act, you give too much power to the Jedi Order. An equilibrium is needed in order to maintain harmony within the Republic, and it is not acceptable to hand over all this information to the Jedi. It is otherwise not specified if the background checks information will be available for viewing for anyone except the SIS head, Supreme Chancellor, and High Jedi Council. Also, this act seems to aim to move the Senate to the fortress world of Anaxes. First, this legislation doesn't change Coruscant as the Republic's capital, so the question remains why we're ditching our capital and moving into some fortress world, and its also not specified if there even is an adequate structure there to accomodate the Republic Senate. Moving the location of the Senate is a separate issue that needs to be addressed separately, senator."

Alena was someewhat in favor of the overall aims of the legislation, but it was overall rather poorly drafted, and she did not like the proposed act since it aimed to change the Senate's location.
 
"The SIS are our intelligence agents Miss Beswin, they are the ones that feed us the information that is leaked from our enemies. And not all Jedi, just the high council will be able to access this information, after all they are the Republic's guardians and protectors. They do more than military officers or politicians in times of need and should be privaledged to such information. And the moving of the place of meeting is only temporary until the Senate building is rebuilt, i am sorry if the way the bill was written did not specify such. And why is it not acceptable to give the Jedi High Council this information, they built the very republic we now govern along with High General Rostu. OR do all of you forget this?" He turned his head towards Senator Beswin as he said this and waited for a response from her or another Senator. He shifted his weight though, the dull pain still there from his many injuries he had suffered and tended to make him shift often when standing in one place. @[member="Alena Beswin"]

"I'm asking you to say in the bill what SIS stands for, I know what it is, senator. Please answer my questions, senator. Is there a place on the planet that could accomodate the Senate? Is this information going to be available to anyone besides the Jedi Council, Supreme Chancellor, and the head of SIS?"
 
"The main stronghold on Anaxes would be able to allow for us to meet temporarily until the Senate building is rebuilt in the future. And as for the information only the Head of the SIS, The Secret Intelligence Service, The High Jedi Council that resides here on Coruscant, and the Supreme Chancellor will be allowed to access this information. It would be near impossible for anyone to even get the clearance to see this information." @[member="Alena Beswin"]
