Addendum to Restricted & Banned Material list or Standardized Development List

Special Note:

*Obtaining this does not mean the restricted materials development for the restricted item is not needed. A substantial development thread using the material needs to be in the development thread or have a development thread for the item

So recently we put forth this standard on submissions which used a restricted material as the material in order to create a new base material with the same properties as that original material (i.e; Cortosis weave with minor production, utilizing a 40 post development thread for cortosis, in order to not have to do development in future submissions which utilize cortosis weave).

In order to make this more accessible to the board in general, without having to be told by their factory judges or having to dig through submissions, I'm proposing we add a notation either to the restricted & banned materials list or we add a special note to our standards for development located in the factory information section. Or both, really.

Ideally I'd like to have special notes like this one, and others, posted above submission templates, but I'm taking baby steps to get there - as there's other things involved in that idea beyond just this note.

How many of these materials have we actually had?

Couldn't we just add them to the restricted materials list themselves?

There's four or so, I believe. I think it'd be easier to make a note that trying to work around the requirement for development isn't going to work rather than adding every submission like the handful that started this topic to the restricted materials.
