OUT OF CHARACTER INFORMATION

SETTING INFORMATION
  • City Name: Alge
  • Classification: Urban Center/Planetary Capital
  • Location: Borosk
  • Affiliation: None (Independent)
  • Population: Heavy
    • 89,384,267 sentient beings
  • Demographics: Alge has a majority Human or Near-Human population; however, there is a significant alien minority. All sentient beings have equal protection under the law and it is rare for government agents to discriminate against non-humans. However, among the general population, especially in the human-dominated Old City and among high-ranking Imperial exiles, casual xenophobia and discrimination against nonhumans is somewhat common. In recent years, the government has taken steps to combat nonhuman discrimination and promote a multiethnic society under the principles of Imperial executive democracy. However, Alge's brief occupation by the Dark Empire has set back the anti-discrimination campaign significantly, and it is expected to take many more years to produce fruitful change.
  • Wealth: High
    • Thanks to its key geostrategic position on Borosk, wealth brought over by prominent Imperial refugees, and its large spaceport importing to and exporting from major trade hubs of Mygeeto and Scipio, Alge boasts a high average standard of living and over 99% adult employment. Following the collapse of the Empire, Borosk rapidly rebranded itself as a stopping point for Braxant Run traders, loosening its restrictions on trade and private enterprise in order to make up for the loss of centralized Imperial funding.
  • Stability: Medium
    • As of 900 ABY, Alge faces two major issues: a massive wave of refugees from former Imperial worlds and an uncertain future. Alge's population has increased more than fifteen times over in the past twenty years as ex-Imperial soldiers, officers, politicians, and their families immigrated to Borosk in search of security and continuity in the wake of the Empire's collapse. In general, the diarchy is very open to resettling ex-Imperials on the condition that they immediately enter the employment of the city of Alge with no more than a week of leave permitted each year. Through the city's employment mandate, Alge has just barely been able to sustain its dramatic population growth as refugees build the infrastructure needed to sustain themselves and others to come. However, the city is fast approaching its natural limits while the resources of the diarchy are stretched thin.
    • Until the occupation by the Dark Empire, the elites of Alge were divided fairly evenly between a pro-reconquest and a pro-isolation faction, with many senior advisors supporting isolation, FN-999 supporting reconquest, and Moff Quentis neutral on the issue. However, following the Dark Imperial invasion, in which most of Task Force Sentinel was destroyed and the Borosk Imperial Shipyard was damaged, many members of the reconquest camp including FN-999 himself have taken a more neutral or even isolationist stance as they seek to rebuild and reinforce Borosk's defenses against future threats.
  • Freedom & Oppression: Alge is ruled by an authoritarian diarchy, with Moff Calkon Quentis handling most civilian affairs while the Baron of Borosk, FN-999, commands the 908th Legion and supervises military affairs. While nominally coequals, in practice the Baron has begun to amass more power at the expense of the Moff as the former's political skills improve, courting younger bureaucrats and economic elites to his side. Both leaders have a team of senior advisors who are handpicked for their exceptional talent or elite backgrounds. While the diarchs are unelected and cannot be removed from office, they are somewhat beholden to the directly elected Borosk Senate, which has power over both the state budget and approval of judges appointed by the diarchs.
  • Freedom of speech and assembly are moderately restricted by the city's government, with dissent and anti-government protest tolerated as long as the messaging is not explicitly anti-Imperial. While greatly outmatched by resources of the sitting government, genuine opposition figures and movements exist, advocating for more protections against xenophobia and greater democratic input in government decisions.
  • All domestic and foreign media must be approved by Borosk Communications (BORCOM), a successor to Imperial Communications (IMPCOM) established after the latter's collapse using local radio and satellite equipment. For media to be approved by BORCOM, it needs to pass three conditions, also known as the three "must nots" - it must not promote extremism, it must not "slander" the former Empire, and it must not be based, owned by, or affiliated with the Galactic Alliance or its members. In practice, the "must nots" are more heavily enforced on news media, education, and political content than music, sports, or entertainment media, all of which are widely available from a variety of independent domestic and foreign sources. While BORCOM no longer enjoys a monopoly on all media channels, it continues to own several major news outlets which, like IMPCOM before it, serve as a voice of the government and provide galactic news through a pro-Imperial perspective. All media outlets that do not pass BORCOM guidelines are blocked by a heavy-duty firewall. While Alge's government plays a large role in the regulation of trade and the creation of annual budgets, following the collapse of the Empire it has reduced tariffs and lifted most formerEmpire-wide trade embargos attract non-Imperial investment. Access to firearms is limited to police and military forces.
  • Description: Alge is the capital and by far the largest city of Borosk, boasting a population of over eighty-nine million. A relatively young metropolis, Alge's size and population alike have seen a substantial surge due to the arrival of Imperial refugees fleeing the chaos and uncertainty following the collapse of the Empire. Consequently, Imperial sentiments run strong among the general population and the people are loyal to the self-declared Imperials ruling over them. As Alge continues to expand, it stands defiantly as one of the last Imperial holdouts remaining in the galaxy.
POINTS OF INTEREST
Broadly speaking, Alge is divided into two major regions: the inner Old City and the outer Inner City.

  • Old City: Built during and just before the reign of the Empire, the Old City forms the core of Alge. The Old City is the political center of Alge as well as the main point of entry and exit into the planet, hosting the sprawling Irveric Tavlar Regional Spaceport.
    • The Hub: At the very center of Alge stands a large dome-shaped building known as The Hub. Modeled after the Senate Building in Coruscant but about a third of its size, The Hub nonetheless provides more than enough space for the politicians and diplomats of Borosk to work comfortably within its halls. Each department of planetary government has its own cluster of offices within The Hub. The personal offices of the Baron and Moff of Borosk are located on The Hub's top floor.
    • Imperial Patriots Monument: Northeast of the Hub is a grass-filled public park with a monumental granite spear at its center. The spear, which rises fifty meters into the air, is hollow on the inside and can be climbed up via a staircase or an elevator. Inscribed on the walls inside the spear are the names of members of the Imperial Military born in Borosk who were killed in action. At the top of the spear is an observation deck, giving civilians a view of the entire park and much of the Old City.
    • Jared Cassel Memorial: A few blocks away from the Patriots Monument lies a smaller but equally well-maintained public park with a five meter statue of Jared Cassel at its center. The statue, which depicts Cassel in stormtrooper armor standing defiantly with an Imperial flag in one hand and a rifle in another, honors the captain's valiant leadership in the ancient 908th Legion's last stand against the Sith invaders. Stationed nearby are multiple terminals that access a database showing the names of all Imperial soldiers past and present who have died in action on Borosk.
    • Irveric Tavlar Regional Spaceport (ITS): The Irveric Tavlar Regional Spaceport is an enormous, state-owned complex of hangars and spaceports servicing over 90% of interplanetary passenger traffic and nearly all interplanetary trade. In the past two decades, the formerly medium-sized spaceport has undergone massive expansion to accommodate Alge's surge of immigration, and following its most recent expansion in 898 ABY it frequently manages thousands of capital ships a day. ITS is the primary station for both immigration and commerce inspection, employing a large team of naval officers to ensure that all operations run smoothly.
    • Fortress Cassel: The former city hall of Alge before its rapid expansion, Fortress Cassel is a ten-story prefabricated duracrete cube that has been repurposed as the official headquarters of the 908th Legion. The fortress is thoroughly guarded at all times and its defenses can be augmented by multiple laser cannons hidden inside its walls.
  • New City: Hastily built to accommodate the massive influx in Imperial refugees, the New City is a sprawling metropolis filled with large, modern "homestead" apartment buildings. A melting pot of beings from all across the former Empire and many from outside its former boundaries, the New City has rapidly established itself as the economic and cultural center of Alge, with all forms of expression and festivities tolerated so long as they do not incite rebellion or slander the Empire.
    • The Homesteads: The defining feature of the New City is the hundreds of massive, spire-shaped apartment buildings lining its streets. Officially referred to as New Apartment Blocks, the buildings have become commonly referred to as Homesteads in reference to Alge's rapid expansion. Each Homestead is a kilometer tall and can house about fifty thousand sentient beings across its two hundred vast floors. Prioritizing simplicity, durability, and living space above all else, Homesteads typically come with no decorations and only basic furniture in a two or three room apartment setup. However, the plain durasteel-lined rooms often become much more lively as their residents introduce new decorations and mementos from homes left behind.
    • Mega-Malls: Standing at twenty to thirty stories tall and over a kilometer in diameter, mega-malls are massive centers of commerce that tend to the needs of a rapidly expanding population. Stores in the mega-malls often number in the thousands and sell every conceivable manner of produce to the residents of Alge. Mega-malls are also a major source of employment and economic output, providing millions of decent jobs that produce billions of credits of revenue every day.
    • Park District: Recognising the health benefits of providing open, natural space for its inhabitants, the government of Alge has established a network of sprawling public parks full of flora and small animals from all across the known galaxy. Unlike almost every other space in Alge, no two parks are alike.
SECURITY: High
Alge is by all regards a well-defended city with a complex network of ground and air forces that can be mobilized at a moment's notice. While the naval fleet defending the planet as a whole was heavily damaged in the Dark Empire's invasion, the city itself and its defenses survived the invasion and occupation relatively unscathed.

Alge is host to a garrison consisting of 24,000 stormtroopers split into two stormtrooper legions including the famed 908th as well as 500,000 Imperial Gendarmeries, a newly established military police unit consisting of former Sector Defense Force soldiers. The Imperial Gendarmeries take on the bulk of day-to-day security tasks and are specially trained to deal with unrest among civilian populations. The two legions, when not deployed as an expeditionary force offworld, are sent in during major crises to bring in the brute force needed to restore order.

Twenty squadrons of TIE/OTx and TIE/INx fighters retained from the Imperial stockpile patrol the skies above Alge, ready to intercept any suspicious vessels at a moment's notice.

HISTORICAL INFORMATION

In terms of galactic history, Alge is a fairly young city, founded in 868 ABY.

Originally, Alge was a basic civilian center of government for Borosk, which had just been annexed by the New Imperial Order. Its first residents were a few hundred civil administrators and the families of soldiers stationed at Cassel Point, about eight hundred kilometers away. All resided in or near the prefabricated town hall that would later become Fortress Cassel. By 871 ABY, the population grew to about 150,000, and urbanization began to take hold as new residential and commercial buildings were constructed. With the completion of the first components of the Irveric Tavlar Regional Spaceport, commercial and passenger traffic increased significantly, bringing Alge's population up to four million by 879 ABY. It seemed as if the city's prosperity was secured for centuries to come, protected by the iron fist of the Empire.

That was, until the iron fist shattered.

Following the Third Imperial Civil War and the collapse of the Empire's vast territorial holdings, Alge was thrown into chaos as the remaining loyal commanders and bureaucrats struggled to make sense of the situation at hand. Ultimately, it took the intervention of two powerful men with ties to Borosk to right the ship: Moff Calkon Quennis of the Borosk sector and FN-999, Baron of Borosk and general of the 908th Legion. The pair entered the chaos and soon asserted themselves as the leading figures of Borosk, absorbing the existing government structure into a diarchy with Moff Quennis taking the lead in civil affairs while FN-999 took over military affairs. With responsibilities effectively delegated between the two, the diarchy went to work stabilizing Borosk as a whole and Alge in particular.

As Moff Quennis oversaw civilian affairs, he introduced multiple key policies. In response to rapidly growing immigration from chaos-stricken ex-Imperial worlds, the Moff offered subsidized apartment housing and greatly loosened existing immigration laws. To provide housing and employment for the tens of millions of incoming refugees, Moff Quennis introduced an employment mandate requiring all resettled residents to be employed in order to receive subsidized housing, enabling rapid urban development and leading to the birth of Alge's New City.

At the same time, the Baron of Borosk went to work balancing the armed forces, expanding the presence of the Imperial Army and military police while mothballing needlessly large capital ships or converting them into auxiliary vessels. Under his orders, Borosk Communications was established to replace the largely defunct IMPCOM, providing continuation of Imperial messaging in a time of uncertainty. As Alge's fortunes began to recover and grow with its population, the Baron began to lead expeditionary raids on and near ex-Imperial worlds, culminating in a convoy raid on the edge of the Thyrsus system and a very successful retrieval of Imperial assets abandoned on Cathar. As a result of the success of both missions, the Baron was able to recommission many Army and Navy units as well as strengthen the expeditionary forces in preparation for a campaign of reconquest.

However, the ambitions of the reconquest faction were cut short when the Dark Empire arrived at Borosk's doorstep. Unwilling to submit to the rule of the Sith-ruled mockery of an empire, Alge initially refused to be annexed into the Dark Empire. However, the superior numbers and tactics of the invaders overwhelmed Task Force Citadel, and the city accepted an unconditional surrender following the siege and seizure of Borosk Imperial Shipyards.

For the next few months, Borosk would once more be an Imperial subject. However, the Empire that its Baron reluctantly served was a far cry from the Empire he had once known. Under the mandate of the Dark Empire, the Baron was forced to reverse many of the liberalizing reforms he had implemented in years prior, and the stirrings of rebellion emerged in the more diverse districts of the New City. The Baron struck a careful balance, on one hand accepting the title of Moff granted to him by the Dark Empire in order to preserve some degree of autonomy in his system and officially swear loyalty while on the other hand covertly providing refuge and funds for the growing resistance.

Ultimately, the Dark Empire's reign of terror proved short-lived, and in the chaos of its collapse Alge as well as Borosk as a whole was able to regain its independence, restoring the reforms of previous years and replacing all Dark Imperial appointees with native bureaucrats.

One notable policy shift in recent months, known only to the diarchs and their most trusted advisors, is to provide refuge to any member of the Foundation organization of which the Baron is a ranking member, protecting them as if they were citizens of Borosk.

I've had a chat with the bosses about this one, just to confirm my thoughts. A lot of the items you link in this submission are old NIO submissions for NIO use only. Unfortunately, no-where here does it state that you have permission to use any of these. As a consequence, I'm either going to need to permissions for these links or see them removed.

I'll mark this as under review and give you some time to collate permissions together for the NIO subs. Just @ me when they're all added.
