Who can vote on issues? Once more any republic player can post to vote on an issue. In Character we will assume that the players which don't represent senates posting a yay or nay vote in a thread represent any number of NPC senators that make up the Senate.

In principle, I support this bill. However, it needs to be more comprehensive. It makes for huge loopholes and includes a great deal of wiggle room, so to speak. Thus, although I know the bill will pass, I must vote no.
