I guess I believe in both concepts. Morality and order are two different forces that influence a person. An individual may own slaves and abuse them, which would be evil, yet falls within a lawful action. Another man may free the slaves from the previous man's tyranny, and although it would be an unlawful act, it'd still be considered "good."
