Force Lightning is created by channeling the dark side energies into electricity produced by the user, but it is more about causing pain and suffering than actual bodily harm beyond burns, although it can kill by cooking someone. It doesn't have the force or speed real lightning does otherwise no one would be able to block with say a lightsaber or their hands with tutaminis and the user would get torn apart as well upon unleashing it, they'd just keep getting blasted out of existence.
An example would be when Obi-Wan is fighting Count Dooku in Episode II, the Force Lightning Dooku creates doesn't even push Obi-Wan's lightsaber back and doesn't travel nearly as fast as say a bolt of real lightning would as Obi-Wan had time to get a lightsaber in the way. Palpatine might be one of a handful of Sith with Lightning powerful enough to actually push a lightsaber or a being back, like when Windu was struggling against it in Episode III or blasting Yoda's lightsaber out of his hand.

True, but that being said thats CGI and film techniques, we need to see where it came from and it travelling. As you said itself, it turns dark side force energy -into- electricity, it seems to carry the properties of electricity. Sideous used the kinetic energy of lightning to disarm yoda, obliterate people, create wormholes and more, so, that application of causing harm over pain has been used before many-a-time. It can be grounded, the same as normal electricity, light-sabers use the fact they have an EM field around them more or less as a superconductor to deflect and defend against lightning, but that can be powered through with enough force, because, there are just some things that energy can't pass through and will always veer around without breaking it. Jedi can catch lightning with Tutaminis because Tutaminis is there for absorbing energy, which would include kinetic energy, and you do see people like yoda catching Dooku's bolts recoiling with the catch, and then with skills like 'force deflection' you're veering all of that energy off to a side, so you take none of the recoil at all.
I mean, I don't see the issue, I was just trying to be descriptive as it was a long prepared attack xD
