Bill Ark-13579 "Equality in Representation" [PASSED]

Khyros slid into his seat in the Arkanian pod and immediately set to loading up the bill he had just finished outlining in his office. In Khyros's opinion, the Senate needed to be as representative of its population as possible, while also remaining secure. His bill, therefore, called for security measures to be put in place throughout the Senate building, as well as calling for beings capable in the Force to be allowed to enter into careers as Senators to their people.

Done typing, he sent it forward to every Senator of the Republic. Out of courtesy, he also included the Senators of Eshan. He might find their present tactics to be despicable, but they were still enjoying the protection of the Republic, and therefore deserved to know what was going on.

Bill Ark-13579 - Equality in Representation
  1. To aid in the security of the Galactic Republic's government, ysalamiri should be legally obtained and emplaced throughout the Republic Senate Building in a way so as to allow no force use within the building.
  2. To aid in the equal representation of the populace of the Galactic Republic, beings capable and trained in the use of the force will be allowed to represent their people openly.
  3. Ysalamiri caretakers shall be hired to ensure the health of the creatures that shall ensure the protection of the Senate building from force use.

Senator Martika Varta had read through the proposal the night before, and was currently reviewing highlights selected by his aides. The bill was extremely straight-forward, and would expand the pool of representation possible for races of beings such as the Miraluka, who's homeworld was currently a member of the Republic, but lacked representation due to the Senate's rules regarding Force Using individuals.
With a tap of his screen, Martika contacted [member=Khyros Sunblade] and sent him a short message of support: I would gladly support this bill were you to present it for vote. Please contact me if you would like to meet and discuss. -M. Varta, Umbara
 
Auru Taff and his Advisor were discussing current events in the Caamasi's room as he received the message. Auru immediately forwarded the bill to his datapad, and read it in his room. As he read, a soft smile began to creep across his face. This was the exact kind of change he had been wanting to support. Not this talk of pirates, successions, and war. The planet of Caamas wanted change, which was why he was in office. The young Caamasi would finally make good on his promise of change.

Senator Taff began writing a reply.

Dear Senator Sunblade,
I realize that we have not always seen eye-to-eye on certain topics in the senate, specifically the use of privateers. However, I do agree with this certain proposal. I believe all should have the chance to support their people. If you require a testimony in the senate, or a speech, you can count the people of Caamas behind you.

Content with the message, Taff sent it to the senator, and stepped out of his room, and nodded to Alic. Today was a good day.

Khyros waited in his pod, and saw messages come in. Thus far they had all been in support of the proposal.

Thank you for your support of this bill. I feel it is important that we as a Senate are able to truly represent our population, and force users are a part of that population. There is no need to segregate when the option to ensure an equal footing is available.

He sent that return message. He had yet to formally or informally meet Senator Varta, and felt it was important to remain on good terms with his peers whenever possible.

I do regret that we did not see eye to eye, I fear that my own reasons for support of the previous bill were misunderstood in the vitriol that ensued in the private session. Be that as it may, I hold no ill feelings and I dearly hope neither you, nor anyone else holds such towards me. In these days, we as a Senate need solidarity to be able to heal the wounds done to the Republic.

Thank you for supporting me on this bill, if I require testimony, you shall be my first call. My door is always open if you need to discuss things.

I have a few questions regarding this presentation you wish to make -

1. Ysalamir are native to Mykyr - who currently has control of Mykry? Is there alternate source?

2. The creatures can only create a bubble up to 10 meters in diameter. So many how many would have to be obtained to cover the entire Senate?

The Ysalamir are indeed native to Myrkr, and Myrkr is within the hands of the Mandalorians. My first inclination would be to enter into a contract with the Mandalorians. I am fairly certain that you and I both hope for peace with the Mandalorians, for only together can we hope to counter the spread of the One Sith. I hope to not only use the Ysalamiri as a protective device for the Senate building, but to also act as a reserve for the creatures outside of their native system. They are a unique species and deserve protection.

That being said, Myrkr is not the only option for Ysalamir. Spaarti cloning has cloned versions that produce the force protection bubbles. I believe that Spaarti is currently under the direction of Ms. Arceneau. She is another entity that the Republic should make amends with.

As to your second question, my research says that many ysalamir together can create exponentially larger bubbles. I would have to approach experts to get an exact answer, but with either economic direction I still hope to make Chazwa a reserve for the creatures.

Until we have a contract or peace with the Mandalorians I wouldn't count on them entering into any deals with the Republic, Second until you have this additional data I cannot make a reasonable judgement as to whether this is worth it. Second [member="Danger Arceneau"] was in charge of organizing the companies when the former leader of the Republic lost it. What makes you think she wants to furnish the Republic with anything?

Unknown source of said item. and Unknown cost, as well as how many are needed to do the job.

Once you have that I will be able to be more informed about making a decision.

I had been hoping to be able to approach either Ms. Arceneau or the Alor council with the support of the Senate. However, I understand that it is important to have specifics, so I shall move forward and contact Ms. Arceneau (as the Hadrix issue is still being dealt with from what I am to understand).

Supreme Chancellor Sparrow read the bill proposed by [member="Khyros Sunblade"]. It was well-worded, and would also work to solve the problem of Force-sensitive senators, so long as said senators did not also belong to a specific Force-centered faction. Consulting a map to job his memory, he saw, like Faith Balor-Organa before him, that Myrkyr was currently in Mandalorian hands, which was just another reason to get their current mess sorted out in Jack's opinion.

A trade of notes with Senator Sunblade offering support if and when yasalamiri could be obtained or if there were other worlds that might be able to offer them were sent, and Jack made sure to emphasize his support should this come for a formal vote.

A friendly reminder would be sent to the senators that they were still contracted to spaarti creations who sold Ysalamir to the galaxy as a whole through their product catalog that they didn't even need to order from. Just take some from the millions of clone barracks where they were located at along with artificial nutrient trees to make them feel more at home.

She approved of Sunblade's bill. As a closet Force Adept who supported the idea of full intergration between force sensitives and non-force sensitives in Republic society, she felt this bill was one important step of seeing that ideal realized.

"Sunblade, you have my full backing on this bill. Anything in the support of harmonious living."

Panacea had the means to provide the government with farm grown Yslamari, and the biotech firm was in the process of developing a new breed for easier personal care. She refrained from mentioning it though, because of the conflict of interest in making a such promotion for her own company, even if it was currently in holding with the company board. They would have to make their own bid in the acquisition phase like everyone else.

Sept's reply was short, succinct, and like most military men, blunt.


"These are agreeable terms. It allows for force-wielders to work in the senate without anyone's paranoia consuming them. Seems fair to me. Draft a proposal, I'll vote in favor."


The clone smirked as he sipped his bottle of some sort of high-proof engine degreaser. After all, there were likely plenty of decent folks born with the force, just as much as there were plenty of folks born in a test tube like himself that had a fairly humane outlook on the universe. Why not let others join in, provided their allegiance to the Republic was in good standing?

I have found resources that are readily available to the Republic in the form of a contractual agreement with Spaartoi, as well as another provider of cloned Ysalamir should we wish to refrain from dealing directly with Spaartoi in a defense related issue so soon after the Lasedri coup-attempt.

With either company, experts could be contracted to the Republic on a temporary basis until we can find unaffiliated people with the appropriate degrees and/or training to fill the positions on a permanent basis. These temporary experts would help us in calculating the best use of the Ysalamir to enshroud the whole Senate building, while also providing for the Ysalamir as well.

I fear that I can not enter negotiations without approval from the Senate, so I will be opening the bill up for a vote.

Having received a large variety of support from the Senators of the Republic. The Senator of Arkania submitted the Bill for a vote. If it passes, it would then move into Jack Sparrow's hands for signing if he approved of the final Bill.
 
Faith considered the bill even though the conditions been met could she in good conscience say yes. Would it hurt anything other than the sense of smell on the senator's.

Would it change anything? Would it hurt anyone?

So influence in the Senate would be reduced. Outside the influence would be the same as it was right now.

"Do we want force users to identify themselves or just allow the creatures to do their thing?" It wasn't very professionally put but she wanted to ask. Just to be sure.

"I do not personally wish to open the Republic to the nightmare of forced registration. If people want to be open about their training, then good for them. If they still wish to remain hidden, then they can affect nothing anyway within these walls. They would still be able to affect things outside these walls with their powers, but that is no different than now. Any force user any of us meets, whether we know it or not, could be using their powers on us and we not necessarily know it." Khyros pinched the bridge of his nose. This was sounding like fear mongering, which was not what he wanted. "Most of our important decisions are made in these chambers and in our offices. We should never give in to fear and despair, and never segregate a portion of our population that we expect to remain loyal to us." Khyros shrugged. "I guess the short answer is, let the Ysalamir protect us in here. Outside of here we can be just as susceptible as we are now, or further protections can be made at the whim of individual Senators."
 
She wasn't afraid of force users she had too many in her family and she knew that there were powerful masters who at personal cost could beat the effects. But those masters would likely not want to be senator's..

Faith often found herself asking questions that others only thought. It was part of her job.

Faith would always say what she needed. She cast her vote.
 
Jack added: "It might be worth noting that there may be cases where a person may not know themselves that they're Force sensitive. Mr. Sunblade's point about neither screening nor requiring registration is both prudent and efficient." He smiled, casting his own vote.
