The Covenant of the Black Rose Naval Structure
Supreme Admiral:
The Supreme Admiral is a position held by only one. The duty of the Supreme Admiral is to oversee the functionality of the Naval Fleet. Despite it being a military position, it is also a political one. At times the Supreme Admiral will be called upon to act as an ambassador to settle both internal and external disputes. The holder of this position answers only to the Council.
Only the Supreme Admiral has the power to order warships and other naval vessels into hostile territories with the backing of the Council. To ensure the position is not abused, the Supreme Admiral must appeal to the Council for approval before acting. However, in the event any planet under the rule of the Covenant of the Black Rose is invaded by hostile forces, he has the right to act without any appeal or approval from the Council.
Only the Council can appoint a Supreme Commander.
Vice Admiral:
The Vice Admiral position is only held by one. The position is the second-in-charge of the Navy Fleet. He answers to both the Council and the Supreme Admiral. Unlike the Supreme Admiral is only a military position.
The main focus of this rank is to oversee the Naval Training Academy and to conduct routine inspections of all starships in the fleet. As a side duty, they are to maintain constant contact with every shipyard and report on the status of ships in the docks be it through building of new vessels or issues with current ones.
The Vice Admiral can be appointed by the Supreme Commander after the candidate is approved by the Council. In the event of the death of the Supreme Admiral in war times only, the Vice Admiral will automatically be elevated to the rank of Supreme Commander without the vote of the Council. If this occurs, it will be their responsibility to find a suitable candidate to take their place immediately.
Fleet Admirals:
The Fleet Admirals oversee the various battle fleets among the Covenant of the Black Rose. Each Fleet Admiral is appointed to a specific fleet where it is their responsibility to ensure their respected fleet is ready at all times.
The number of positions depend on the number of fleets available. Fleet Admirals can be appointed by either the Vice Admiral or the Supreme Admiral without the approval of the Council.
Captains:
The Captain rank is assigned to individuals to run the day-to-day operations of their designated vessel. The Captain's word is law aboard their vessel, which includes Fleet Admirals, the Vice and Supreme Admiral, and the members of the Council.
However, if a high ranking Sith or Master is aboard their vessel then the Captain must confer all decisions with the Sith. In the event of war, again the Captain's word is law and nobody has the right to second guess their decisions.
Captains are chosen by the Fleet Admirals only.
Lieutenant Commanders:
LC's are responsible for the crew and their duties. They pass along orders from the Captain and are responsible for maintaining the efficiency of the crew, while ensuring through inspections and drills that every crew member knows their duty.
Each vessel has two LC assigned to it. In the event of the Captain's death, the most senior LC will temporarily hold the rank of Captain until either an investigation is conducted and completed regarding the death of the Captain or war time activities is halted. In the case of the latter, the Fleet Admiral must find a suitable candidate to replace the passing Captain. If the candidate is one the vessels LC, then the newly appointed Captain must find a replacement for their vacated position immediately.
Squadron Commanders:
Squadron Commanders are in charge of their assigned starfighter group. The number of positions available on starships vary from ship to ship, depending on the type and size of the vessel.
