Bounties can be hunted in any open thread you partake in, that's how it's always been.
If you're not interested in being captured then this bounty is pointless. At the same time your own bounty should be removed. You can't expect to post a bounty and not have one posted in response.

This is pointless and takes the fun out of chaos.If you want to set a bounty on someone or a group give a reason and a willingness to face the same fate.The only thing either of these bounties does is make the game less fun.
