• Description: COMFEAR is responsible for the economic and financial growth and stability of the Dark Empire. It collects taxes from subjugated worlds and Imperial citizens, issues and controls Imperial currency, and develops fiscal policy.

SOCIAL INFORMATION

• Hierarchy: COMPEAR is led by the Imperial Treasurer, a senior bureaucrat within the Dark Empire appointed by the Emperor on recommendation from the Grand Vizier. COMFEAR answers to the Imperial Economic Committee, the primary organ for setting fiscal and economic policy within the Dark Empire, of which the Imperial Treasurer is a member.

• Membership: Any Dark Empire citizen may apply to join COMFEAR by scoring highly on an approved Imperial civil service examination, which tests the candidate on their knowledge, problem-solving, and adherence to the word of the Emperor. While advertised as a meritocracy, COMFEAR recruitment favours applications who have studied economics and finance extensively or who possess strong business expertise. The process is open to bribery, blackmail and nepotism, which provides an opportunity for prospective members to demonstrate they have the required skills, connections and desire to succeed in the cut throat organisation. Membership is dominated by citizens of the banking worlds, including Aargau, Muunilinst, Scipio and Niro. Non-citizens with desirable skills and experience may be offered Imperial citizenship in return for joining COMPEAR.
  
  
• Climate: While structured like a government agency, COMFEAR operates more like a large private corporation. Competition between members is encouraged and rewarded—promotions are granted to staff who outperform, outmaneuver, or outsmart their superiors. Divisions, branches, and teams are pitted against one another and rewarded with obscene bonuses for meeting their profit, savings, or sales targets. Members with a weak stomach for business are soon crushed by their peers, with those driven by a lush for credits generously rewarded.
  
  
• Reputation: The greedy organisation is feared by Imperial citizens. COMFEAR revenuers have wide-ranging powers to seize credits and assets, levy unfair taxes, make arrests or conduct summary executions for the good of the Dark Empire's coffers. While Imperial-friendly corporations can expect to be treated fairly and given opportunities to expand their reach across conquered worlds, businesses resistant to the Emperor's will find themselves facing increasingly hostile measures and market conditions. Imperial military personnel begrudgingly accept COMFEAR as an unpleasant necessity to ensure a steady supply of war materiel.
  
  
• Curios: COMFEAR members wear a white version of the standard issues service uniform of the Dark Empire, which is adorned with a rank plaque and additional silver or gold accruements for command-level officers.
  
  
• Rules: Externally, COMFEAR enforces strict Imperial-first finance and taxation laws on citizens of the Dark Empire to fuel the Emperor's war economy. Internally, COMFEAR executives apply a lack of governance and audit standards, favouring unfathomable profits over the very laws they enforce.
  
  
• Goals: COMFEAR exists for a single goal - to expand and strengthen the economy of the Dark Empire to achieve the grand designs of the Emperor and bring the galaxy under Imperial rule.

HISTORICAL INFORMATION
COMFEAR was established in the early days of the Dark Empire to develop and grow a strong economy to fund the Empire's warmongering desires. Aerarii Tithe was commissioned to establish the agency, with Trade Federation and former New Imperial Order treasury personnel initially occupying most executive suites. COMFEAR has moved quickly to expand its capital base and fund the growing war machine of the Dark Empire, providing the Emperor with the funds necessary to launch a full-scale invasion of the Deep Core.

With a strong economy established on Carlac and the surrounding worlds, COMFEAR executives have turned their attention to annexing the banking worlds of Mygeeto, Scipio and Muunilist to the galactic north.
