I ended up tweaking this a bit again to make factory submissions and codex submissions part of "passive" expansions.

I am assuming that is supposed to be sponsorship, not contract.

As long as they haven't used that company as a sponsor already, additional contracts from said company shouldn't disqualify the sponsorship from being used.

It means that if you have used the T6 company as a contract before, you need to find another T6 to gain a sponsorship.

IE, if you got a contract from AEL, PHarmatech then you should get a sponsorship from ATC or Ironcrown.

But why? We can have a major faction contract on one hand and use that same major faction as a sponsorship after all.

There are three different options on how to get a sponsorship now that hadn't been there before, which was originally one. I do not see this an an issue when you can literally either make a massive expansion, use another major faction, or another T6 that you haven't had a previous contract with to fulfill the requirement.
