A P E X
According to established Lore, Nogras is hailed as light personified. She, the caretaker of Sargon, is the creator of all light within our plane of reality. Without her light, there is no life. Without her radiance, there is no enlightenment.
The Lighthouse at Wayland, therefore, will be a physical representation of this particular goddess. Existing as a behemoth (and I'm talking Skyscraper height here) structure, its purpose revolves around shedding light, both physically and metaphorically, upon the recently conquered, Mandalorian world. In terms of physical light, the apex of the Lighthouse will feature an ever-burning hearth of immense size. Those charged with operating the Lighthouse will personally maintain this blaze at all times. The sheer size of the structure, combined with the inferno at its peak, will allow it to be clearly seen from miles away.
On the other hand, the shedding of Light metaphorically revolves around education and training. The ground level floors will exist as a public temple, with its doors wide open to allow the people of Wayland an opportunity to taste of the Primeval pantheon peacefully. They can learn our ways, learn to love our gods, and accept our exceptional culture to the very core. Here, a floor is dedicated to each deity of our pantheon, and numerous priests/acolytes attend to each.
Following the final, temple floor access becomes restricted to those desiring to join/existing members of the Bleeding Sun. At these levels, the intended purpose grow from education and assimilation into the culture to elevating a recruit to maximum combat effectiveness. Here, potential members of the Primeval can gather in order to be trained in a wide variety of areas. Whether it be fleet strategem, force techniques, or general warfare, the Lighthouse has a floor/space dedicated to them all. Quarters, firing ranges, and even a Force-related archives can be found in these levels.
All in all, the Lighthouse at Wayland stands as a physical example of the Primeval's piety; as well as a symbol of victory over the Mandalorian Clans.

I figure that we could use a center to train as well as a place to indoctrinate our most recently conquered peoples. Jedi have Praxeums, Sith have Temples, we have Lighthouses.)
