Past that... i want to avoid a place with alot of civilians... how about one of the prisons? Freeing some soldiers that had gotten captured, as small one of course as hitting the big or important ones is out of our reach.

Yes, The Valley and the Imperial Palace are the only two Sith Temples on the planet. We have mostly kept ourselves contained due to public image.

A prison i think would be excellent. The most important prisoners are kept in the Imperial Palace(Captured Jedi and such) but there would be dozens of facilities to keep captured Republic Soldiers, political dissidents, etc..

A prison it is then, hmm, now to decide if we should hit just one, or multiple with only PC's at one of them. Divide and conquer or put the few NPCs compared to yours with the PCs to have a better chance of success with just one prison... hmm

Anyone know any Republic PCs who would be willing to serve as our MacGuffin? Could be a High Priority Target and we catch some intel on plans to bust him/her out, we set a trap to try to snag some CLF ops, bing bang boom we've got ourselves a guerilla war. Anyone?

There's not a lot of high ranking NFU in the Republic anymore. A few admirals have been made, but i don't know if they would be down to be captured.

Currently we still have a few Jedi Captured. [member="Avalore Eden"] is being "interrogated" by me, you could PM and ask her if she'd be up for being bait. Its plausible that after Mierin is done with her Avalore would be transferred out of the Imperial Palace.
