The Dark Mark isn't a tracking device. Its doesn't serve a function besides marking people as One Sith and showing a display of just how powerful they are(through its growth). The Dark Lord is not omniscient, he can't see everything at all times. He's powerful, but he's not infallible.

It just shows the Republic is desperate. They are not capable of getting us themselves, so they try to poke bounty hunters with cheap credit sticks. But let them do it, those bounties are amusing to read!

What Banshee/Sabrina did is 'spy' (I call bullsh*t on that count....) on the Mandos, and then return with intel, apparently. She was an ambassador, but somebody called her out on something she did, and now there's a crapload of money on her head.

Yeah the dark marks are for display and to show who is over 9000 as it were but there are some other things that can track. I know Kaine took several hundred tracker bugs from the vault and put it into the sith armory when he Balaya and Krag did their "put everything here before the empire falls" with some other small things.
