Default State/Rules for Invasions

Maybe, because fairness and balance are already guidelines?

What I mean is, construct the baseline "rules" for engagement that you (using you as a placeholder for the reader, here) feel should be taken as the baseline invasion rules, do a little pitching with the community - get the community's view on it - and try to see how well it goes for an invasion. I'm not entirely certain how this would be handled from a staff perspective, this is just my own personal suggestion.
