Deleting characters

If I wanted to delete a subaccount, who would I go to?

Accounts in a technical sense can't be deleted, but they can be merged into another account to clear up some of the clutter. Some writers on Chaos create 'Archive accounts' for the express purpose of merging old character sub-accounts into it.

Yes, that is correct. You can merge your subaccounts into one, or even all of your subaccounts into a single writer account.
