If we're going by the wiki, the Bfasshi don't seem to like Jedi, so maybe one objective is diplomacy? At least for the NJO.

Well, it's been several hundred years since their animosity towards the Jedi. I would imagine that things have warmed considerably, especially if they joined the New Republic. Perhaps a cult of sorts, one that continues to distrust the Jedi, tries to bomb a meeting between the GA representatives and their Elders.

Otherwise, I think this is a great plan.
