The so called "E-Arms" were developed by STaCLO was a way to improve his performance as an engineer. This stationary tool is essentially just a collection of droids arms hooked up to one another as a way to more effectively craft products. The E-Arms are inactive until STaCLO is able to wire himself to the machine and connect it to his programming, thus is able to control it as if it was an expansionist of his body.
The design of these E-Arms are relatively simple, essentially you have a table or spot in the middle surrounded by a collection of droids arms that are able to freely operation on whatever's in their reach. This tool was created by coming the droid componetns of old R2 and Viper-prob droids given there numerous tools and appendages for manipulating their surroundings. All this allows STaCLO to more quickly and efficiently work on projects instead of just the two hands his droid body possesses. Although this is a stationary tool it can be moved, but requires a full disassembly and reassembly to get it form point A to point B. Meaning it's not gonna be used in any foreseeable tactical advantage.
