Strengths:

DESCRIPTION

Ion cannons are an important part of the arsenal in modern starships, and the EIX.1 is built to provide an open-market option for such weapons. With solid range and power the EIX.1 even on its own can provide a serious threat to enemy ships, and when grouped with others can disable even very large ships. A key feature of the weapon is its overcharged shot, a very powerful attack designed to disable ships up to 300m, but requires a recharge period of 20 seconds before it can be fired again.

There's no conceptual issue here with having an overcharged shot ability.

However, the wording of this needs to be changed because it looks like it's "calling a hit" (or dictating damage to an opponent), particularly with the "even well-shielded ships" bit. I'd recommend something a little bit more open-ended to give your opponent some more wriggle room. Something like (but not necessarily) this:

Can fire an overcharged bolt designed to be able to disable ships up to 300m but requires a 20 second recharge period before another standard shot can be fired
