An advantage Chrome has over most (or used to) other browsers. I've posted an edited form of your picture below; I have highlighted (with a red box) "Prevent this page from creating additional dialogues." Checking this box will make it so the current web page will never send pop ups again, ever. This will allow you to kill the tab without having to exit chrome.
Remember; this is just a default pop up. It's just an info box. All browsers have a default, harmless info box. However; websites tend to spam pop ups, while the browser can usually only handle one info box at a time. Thus, forcing you to see pop ups every time you close the infobox (infobox or "dialogue box").
Be Warned as some of these sites also have a "fake" dialogue box. What this means is on the web page )like on chaos, the banner with links) they could make it look like there's a pop up, when there actually isn't. Hitting the 'x' on that will not work, and at worst, open a link.
