The idea behind the free SSDs is to give the factions with this mandate a lot of power from the start, but at a great cost. Its supposed to create a new kind of spontaneous major faction which would change the dynamic on the map a little with their ability to pose a significant threat to a group of factions. With their ability to invade multiple factions at once, the existing factions would have to work together against them.
