I don't believe they are primitive like you explained. I don't know much about them but I am pretty sure they are ruled by one guy who assembled the whole crew. They are also very intelligent and have a vast military that they use with an excellent strategy.

Also, insectoid species are not brainless drones, for instance, the Cha'ta'ri, they are a beautiful race of scavenger aliens that care for each other and have a very interesting lifestyle and system of ruling.
