Karava was a booming hub for smugglers and black market trade. It advertised itself as a free world, where each individual governed him or herself according to their own laws, and suffered the consequences. In the interest of avoiding certain undesirable consequences however, everyone had seemed to agree that to govern themselves in accordance to the pleasure of the Hutts was the best way of moving forwards.
As far as Kossak was concerned, they were all in agreement on this, and would vote in favour should there be a need or desire to formalize it in such a fashion. As for the newcomer, well… Kossak was happy enough to watch that one play out and reap the benefits. Everyone sliding over themselves to talk to him all at once wouldn’t aid anything productive coming out of this. Instead he observed.
