Well Rakatan tech is banned from the Factory, so you can ask for it but it's unlikely that you'll get it.

Just as with lightsabers and canon ships, a holocron doesn't need to be submitted to the Factory.

You have to RP it out, or have a reason for having one. No, unless you have something that is a rare ability or knowledge of something that is only site canon.

Well I thought of a way to have a holocron. But I didn't know if I should use the factory or just RP it....

The consensus on holocrons is that they are not a substitute for roleplaying. You can't use them to magically learn tons of powers off-screen, nor are they a substitute for actual training. Holocrons put through the Factory have a very high denial rate for this exact reason. If you attempt to use a holocron as a substitute for training, prepare to have the RPJs hounding you, because you are not allowed to get something for nothing.
