- Membership: Among the dozen notable worlds of the Mecetti province in the Tapani sector, over six-million agents of the Ministry maintain order and security from outside of public view. Candidates are selected from the promising young adults of each generation from a dozen worlds. Those with families or strong personal connections that can be threatened to ensure compliance are preferred. It's a good job, with good benefits, and most citizens who can get into the organization are happy to do so.
- Climate: Homeland operations are generally well planned enough that they are low-risk. Most personnel do not experience personal hazard and almost never do so unsupported. Agents operating away from the homeland are in grave danger should they be discovered, and these tend to be the most zealous operatives with connections the Ministry can threaten to ensure compliance. This usually isn't necessary. It is understood that all benefit from loyal service, without any overt threats generally necessary. Most operatives are only too happy to serve the state without coercion, and are well rewarded for their loyalty.
- Reputation: Most people are largely unaware of the organization. It's known that the Ministry of Inquiry exists, but no one really talks about it or admits to being employed by them. "I work for House Mecetti." "What do you do?" "Important work." "Ah." For those in the know (including rival intelligence agencies) the Ministry of Inquiry is known to be an effective intelligence group. Individual members of the organization are by no means seen to be super-spies, but the organization's operating principles are seen to be effective and they tend to plan operations well enough that individual exceptionalism is rarely needed. In short: Capable and Effective but not Flashy. They are sometimes seen as ruthless, and rightly so, but this ruthlessness is mostly directed at dissidents within their home territory and not against foreign agencies.
- Curios: There is an official badge of office, but it is rarely used by field agents. Passcodes and biometric data identify members.
- Rules: The Ministry of Inquiry encourages its agents to operate in plainsclothes, with minimum public observability. Usually they are dressed as normal middle-class individuals. Dissidents get black-bagged in the middle of the night without witnesses. Official celebrations have agents among them, watching crowds without drawing attention to themselves. Spies may spend years operating legitimate businesses in foreign territory. Low observability. No splashes. Occasionally they must do something big and overt, but they hate doing such things and always plan them meticulously to prevent ugly incidents.
- Goals: The organization's only goal is to mitigate threats against House Mecetti, whether from within the citizenry or from foreign powers and competing business interests. Their main method of threat mitigation is via the collection of intelligence. Interventions are done only as necessary. They are always infiltrating new groups in boring ways to learn anything that might harm the House or advance House interests.
Because the Ministry of Inquiry serves House Mecetti, it reports most directly to the nobles of the House such as Casteban Mecetti.
HISTORICAL INFORMATION
For nearly two millennia, the Ministry of Inquiry has secured House Mecetti interests in the Tapani sector and beyond. Operating as a combination secret police force to watch the citizenry, and an intelligence force infiltrating threats, they provide clandestine support for House Mecetti wherever their interests lie. The Ministry has wide ranging operations from making rebellious dissidents disappear, to planting propaganda to influence the populace, to eliminating rival nobles, and even to infiltrating rival governments and intelligence agencies. The Ministry of Inquiry does whatever it takes to keep House Mecetti safe and their operations secure and smooth.
At the time of this writing, the Ministry is headed by Vianca Mecetti, the High Lady of House Mecetti and wife of Casteban Mecetti. Among the dozen notable worlds of the Mecetti province in the Tapani sector, over six-million agents of the Ministry maintain order and security from outside of public view. Several thousand additional agents are distributed to collect intelligence and conduct operations throughout the Galaxy in service to House Mecetti interests. The fact that the Ministry of Inquiry is larger than House Mecetti's military is indicative of what the House believes is most important in regards to their continued survival and well-being.
Every problem the Ministry solves is one that does not require a battle to address.
