While Judges and Underground agents were skilled, they lacked the coordination and training for formal covert military operations, even with the Alliance survivors migrating to the Coalition. SIS assets were too scattered and distributed between the Coalition and New Republic. As a result, he began implementing a recruitment program to gather what SIS, Underground, and other agents he could find loyal and reliable to form the core of a training cohort for new recruits before deploying them. While well distributed in terms of guerilla and irregular operations through the Underground, they were scattered and independent. He found his capabilities of spymaster to be lacking to engage in targeted, covert engagements to accomplish specific operational objectives. While the Jensaarai were trained and skilled in covert operations, they lacked the military training and experience to undergo long-term intelligence gathering and analysis necessary to perform the delicate, deniable operations. With Coalition forces spread across the Outer Rim, Veino felt ORION needed a fast-action response team capable of moving in before traditional units for special reconnaissance and initial target destabilization or to stabilize the situation themselves.
