And this is me asking, personally. Sarge has nothing to do with this beyond he is unable to participate due to the no Ally rule but he doesn't fall under that specific category.

No rules about being in two major factions beyond what said major factions do and do not say about it.

Really, it's more common sense. IE RPing a Sith in the Republic while also being apart of the One Sith would likely get you removed from the Republic; etc.

No, there is not. It is just an issue of IC. For example, I was a part of the Shadow Empire while also being a Sith. Needless to say I am no longer a member of said faction.
