IMPERIAL SECRET SERVICE

~The Confederation's Dagger~


The Imperial Secret Service (ISS) of the Imperial Confederation is a shadowy, highly secretive organization tasked with maintaining the loyalty of the Confederation’s citizens, military personnel, and officials. Its primary purpose is to root out treason, sabotage, and any threat to the stability of the Confederation, using fear, surveillance, and ruthless tactics to maintain absolute control.

Roles and Mission

The ISS operates as both a covert external intelligence service and an internal security force, holding the Confederation’s very existence in its hands. The Service’s operations focus on eliminating subversive elements within the Confederation, whether they are rebellious officers in the Imperial Navy, political dissidents, or infiltrators from rival factions. The Service is also tasked with foreign intelligence, covert subterfuge, assassination, and more. The ISS's methods are clandestine, with agents embedded in all levels of Imperial society and beyond, from the military to government offices and civilian roles, ensuring that no threat goes unnoticed.

Key Functions and Operations

  • Surveillance and Espionage: The ISS is tasked with monitoring all branches of the Confederation, from military units to political organizations. They gather intelligence on potential threats, including intelligence from within the Imperial Navy, the Imperial Army, and civilian factions. The ISS uses both high-tech surveillance and traditional methods to keep an eye on Imperial citizens and military personnel, ensuring loyalty and preventing dissent.
  • Counterintelligence: The ISS is responsible for identifying and eliminating spies, infiltrators, and foreign agents from rival factions. They actively hunt down those who seek to sabotage the Confederation’s interests, employing a variety of methods including interrogation, manipulation, and covert operations.
  • Internal Security: The ISS oversees internal order within the Confederation, ensuring that any potential insurrection, mutiny, or even corruption is swiftly eradicated. This includes investigating Imperial officials, officers, and everyday citizens, with agents regularly reporting back to the higher-ups about any suspicious behavior.
  • External Security: The ISS maintains a division for working outside of the Confederation’s space. They operate in cells, small teams, or more often alone. Their function is one of subterfuge, espionage, surveillance, intelligence gathering, political manipulation, and even assassination. They’re the most cross-checked and secured branch of the ISS.
  • Political Manipulation and Enforcement: The ISS often functions as a political tool to enforce the will of the Empress, Exarch, and other high-ranking officials. They ensure loyalty among the Confederation’s elites, sometimes manipulating political rivals or coercing individuals into cooperation with threats of exposure or punishment. Their influence often extends into Imperial politics, ensuring that no faction or individual can undermine the Confederation’s authority.
  • Punishment and Fear: The ISS’s reputation is one of fear. They have the authority to arrest, interrogate, and execute those deemed traitors to the Confederation. They maintain a network of secret prisons, interrogation centers, and execution squads to carry out their duties without question. Fear of the ISS keeps the population in check, as certain infractions can result in severe consequences.
  • Special Operations: The ISS maintains its own elite Special Operations team, chosen from exceptional field agents and other Imperial military members. They serve as the iron fist of the Service, ready to be deployed when things escalate beyond low-profile concealment and often aid in the extraction and/or the elimination of friendly or rogue agents and assets.

Tactics and Methods

The ISS is known for its ruthlessness, subterfuge, and precision. They use covert operations, blackmail, and psychological manipulation to maintain their hold over the Confederation. A few of their primary methods include:
  • Infiltration: Placing undercover agents within military units, governmental organizations, and civilian groups to monitor loyalty and gather intelligence.
  • Interrogation: Using a combination of psychological techniques and physical methods to extract information from prisoners, suspected traitors, or enemies of the Confederation.
  • Coercion: Threatening or blackmailing influential individuals to gain their cooperation or silence them.
  • Elimination: Swiftly dealing with individuals deemed a threat to the Confederation’s security, whether through public executions or covert assassinations.

Structure and Leadership

The ISS is led by the Director, a figure who holds immense power and is often one of the closest advisors to the Empress and Exarch. This Director is responsible for overseeing the entire agency, making key decisions on intelligence gathering, operations, and counterinsurgency efforts. Below the Director is their right hand, the Deputy Director. Under them are various senior officers who manage regions or lead security operations, such as the Regional Overseers and Sector Commanders.

The ISS has a tiered hierarchy that mirrors its highly classified nature. Most of the agents and officers operate in the shadows, often working under false identities, but the higher-ranked officers ensure that the Service's agenda is carried out with ruthless precision. Every ISS agent also holds a military rank, ensuring they have special authority regardless of who they interact with.

Culture, Ideology, and Public Perception

The ISS operates with a cold, calculating, and efficient mindset. Its agents are taught to be emotionless, unyielding, and fanatically loyal to the Confederation. Members of the ISS are trained to see themselves as the protectors of the Confederation’s stability, viewing their actions, no matter how brutal, as necessary to ensure the survival and supremacy of the Imperial Confederation. As such, civilians and military personnel view the ISS as a feared and mysterious organization. Its agents are often regarded as ghost-like figures who could be anyone, watching, listening, and waiting for signs of rebellion or dissent. The mere mention of the ISS can instill dread, as its presence often signals something is amiss or a purge is about to happen.

RANKS OF THE IMPERIAL SECRET SERVICE


  • Director of Imperial Security – The supreme leader of the ISS, responsible for overseeing the entire organization and its operations.
  • Deputy Director of Imperial Security – A high-ranking officer who serves as the second-in-command and senior officer in charge in place of the Director.
  • Regional Overseer – High-ranking officers who manage security and intelligence operations in specific regions of the Confederation.
  • Sector Commander – Officers who command ISS operations within a specific sector, overseeing agents, operations, and investigations.
  • Field Commander – Field operatives who command specific cells of the ISS within certain regions, planets, or individual cities and stations.
  • Senior Agent – Field operatives who carry out covert operations, espionage, surveillance, and security enforcement. They’re afforded more leeway and authority.
  • Agent – Field operatives who carry out covert operations, espionage, surveillance, and security enforcement. They’re the first step into field operations.
  • Senior Enforcer/Analyst Officer – Analyst officers are responsible for gathering, analyzing, and interpreting intelligence related to potential threats, while Senior Enforcers carry out arrests, executions, and enforce the ISS’s will through force. They also serve as support for field units.
  • Enforcer/Analyst Officer – Enforcers are specialized in interrogation and extracting information from suspected traitors or enemies of the Confederation. Analysts are responsible for gathering, analyzing, and interpreting intelligence related to potential threats. Serve as support units.
  • Asset - Non-uniform members of the ISS integrated into the ranks for a specific purpose. This rank typically encompasses droids, but it may also include outside specialists, informants embedded within organizations, classified personnel, and more rarely, individuals who were by some means coerced into serving the ISS.
  • Trainee – Low-ranking agent who is still in training and tasked with assisting active agents in their duties. Not permitted for field work.
