Cool sounds like a plan. We can start out minor until we get some more people on board. I'll have to think up a system to make the overall plots work but so far it's looking like incentive and freedom from all customs and laws.

Want to jump in a thread, maybe capture some ships or equipment to start us on our way?

Chaotic Evil =/= Chaotic Stupid. And your suggested criminal organization ran territories are also part of civilization, either Anarchy or authoritarian ruled by a mob. Civilization =/= Democracy

Regardless, you caught my interest to some degree. Make sure to announce it and I'll check it later.

Also, The best way this idea would work is being a hated dictator-type empire, but keepts others under their control with a combination of brute force, and convincing them that resistance is futile. Breaking their will to fight, first.

Think Lex Luthor.

I think true chaotic evil is uncharacteristic. Most villains are driven by greed and self serving goals. They just don't care who or what gets in their way. I'm sure there are people that just want to see the galaxy burn, but they're more likely to run solo or in small groups on small time terrorist plots. They won't build the skills or influence to put together a huge empire that could really harm the galaxy.

Like everyone else was saying they're probably highly unlikely to work with anything above a minion. XD
