Description: Some fashion themselves to be exemplary—others are. In James Justice’s social welfare program, some of the lower and lowest class volunteers he gathered showed promise—or a great ease with the ships. Those who show this level of incredible skill he places on a second level; the level of the blue-grade wings. These pilots show themselves to be a cut above the rest—though not strong enough to be considered aces. Adding another two weeks of training onto their previous, these men and women are refined into what could be considered a viable force.

-Show an actual capacity to survive a dog fight—unlike most pilots
-Have a greater level of teamwork; trained in slightly above average battle time communication and ability to work as a single unit.
-Moderate combat maneuvers knowledge—both evasive and combative.
-Moderate knowledge starcraft and how this affects ship maneuvering and combat
-Above average knowledge of ship maintenance (able to replace most parts of a ship, given the tools, time and parts)
