People were fickle. You couldn't just make something that solved the problem and be done with it all. Unless you put forth something with all pros and no cons, someone (and usually many someones) were going to not like your and/or your solution. He may have been instrumental in removing the Kremlin population, but if he didn't fix the pollution, that's all he was likely to be remembered for.
As such, he brought up the file "Post Kremlin Solution". He had started work on the clean up solution, but had left it saved in a file for just this time. He had pretty much forgotten what it was until he opened and looked at it's small content again. The key ingredient to the poison was metal phosphides. Now, the immediate idea that came to Bhaltair's mind was people walking around and comically thinking that they could wave magnets around to fix the situation.
However, that was far from the necessary solution. Too many people would get hung up on treating the problem at the source: the ground. However, Bhaltair knew that nature had a way of righting itself...just, not enough for this case. The trees would take in whatever the surrounding soil had to offer, but wouldn't pull in the metal phosphides before the rain washed/pushed it down through the ground and...into the water table.
