So, reading through the faction, Sorta. Where is a good spot for a Noble Born Commander, next in line for the throne of a world

I'm not the expert, but if you pick a world in Sith space and write a believable story about ascending to the throne, you can rule almost every world you want.

But there are a few that have been claimed already so just post your intention on a planet here to make sure you aren't developing a story where there is already a Sith ruler.
