In Character Hierarchy
The driving force behind the reconstituted, Confederacy of Independent Systems is known as the Separatist Council.

In the era immediately preceding the return of the nation, it became painfully apparent that strong leadership would be required to unite the Southern Systems. And, while democracy and independence would always be at the heart of the nation, a system would need to be implemented that could eliminate the miles of bureaucratic "tape" that prevents action. Freedom would not and could not be sacrificed in the name of unnecessary complexity, and therefore Leadership within the Confederacy is embodied by a Council of four members.

In order to be selected for membership on the Separatist Council, one must be the leading figure of one of the Confederacy's three branches. The only exception to this rule is the case of the Council's fourth member, who is the leading figure of the Council itself. Together, the Council convenes to make the decisions which influence the Confederacy as a whole; such as war, alliances, etc. All other decisions, such as the day-to-day affairs of each branch, are left to the individual branches to decide.

In terms of power balance, the Separatist Council, much like its ancient incarnation, places the majority of its power and responsibilities on the shoulders of its leading figure. Known as the Vicelord, this individual is a modern mirror to such figured as Count Dooku, and acts as the face, voice, and primary authority of the Confederacy. However, the despite the power vested in the Vicelord, his decisions can be vetoed by majority vote of the Council. Furthermore, just as the day-to-day decisions are left to the respective branches, so too is the Vicelord's authority limited. While he can influence decisions on a national level, he cannot explicitly interfere in how each branch is operated; nor can he appoint or replace leadership within the branches.

As for the branches three branches themselves, leadership is decided either democratically or by merit.

In regards to the Order of Geonosian Knights, which is the nation's Force-wielding congregation that operates under the Law rather than Alignment, the mantle of High Justice is decided by a combination of merit and experience. Similarly, the Armed Forces promote an individual to the mantle of High Commander based on the same principles. However, the Viceroyalty elects the Viceprex through true democratic process. In addition, the [Viceprex is the only seat upon the Separatist Council with a finite term. The other positions are held until death or retirement - willing or otherwise.

Description

Fear has descended upon the Southern Systems.

To the east lies an Imperial state undergoing a period of aggressive expansion. To the west lay Superpowers embroiled in vicious conflict. With every passing year, the borders of these nations swell. With each passing moment, the Southern Systems fear for their very Survival. And that Fear has motivated Action.

The Confederacy of Independent Systems was born as an act of defiance. The Southern worlds refused to quietly disappear within the borders of a foreign power, sending their children off to die in distant lands. But they could never stand and survive alone. As such, several worlds came together under a single banner once more; intent on championing the idea of Independence across the Southern Systems.

As a whole, the Confederacy has become a nation founded upon Freedom. Each world is free to govern itself and is expected to appoint a single representative as its Viceroy. More often than not, the Viceroy of a world ends up being the existing leadership; assuming that they are not a tyrannical regime. These Representatives then band together to form the core of the Confederacy: a beating heart of democracy known as the Viceroyalty.

Yet Freedom, as every nation knows, is not Free. It takes work. It takes time. It takes a willingness to Fight. In light of this reality did the Confederacy rise with the intent to defend itself from the numerous, foreign powers. It formed a military, funded by willing contributions by all its member worlds, and emphasized the usage of Droids over sending precious sons and daughters off to fight. It, also, took an iconic view of the Force - one that was previously lost to the annals of History.

Eons prior, there existed a sect within the Unknown Regions; one that viewed the Force as a means of enforcing Justice rather than something to be worshipped. This sect, too, viewed technology and the Force as something to be utilized together on an intimate level. Tales of this gathering formed the basis for the Confederacy's own Order of Force Sensitives. Known as the Geonosian Knights, this gathering is sworn to uphold the individual laws of the Confederacy's worlds, as well as the corporate laws agreed upon by the Viceroyalty. They are authorized to act as Judge, Jury, and Executioner in all matters and are expected to maintain an impeccable, moral compass.

Together, these three branches make up the core of the reconstituted Confederacy. Together, these congregations champion the cause of Independence within the Southern Systems.

The Pitch

We believe that we are deserving of major status based upon distinction. While, in the current Galaxy, there are many nations who thrive upon similar ideas, we do so in a manner that brings a major part of Canon lore back to Chaos! The CIS is a pivotal part of the Canon universe, and is one that has been absent for far too long. It is our goal to uphold the ideas of a free and democratic nation whilst also marching our B1s, rolling our Droidekas, and slinging the word Blockade around as much as Single Reactor Ignition!

And, not only are we reviving a major portion of our collective childhoods, we are also exploring a sect based directly upon one featured in SWTOR. In essence, our goal is not only to revive a pair of exceptional themes within the Chaos Galaxy, but to make them our own. We aren't simply satisfied with Roger, Roger. We aren't simply satisfied with Lucrehulks or B1s. We have and will continue to craft an exceptional series of stories set within the Southern Systems.

If I understand this correct, the Vicelord is on the council of 4 but votes can be vetoed if the other 3 vote against them?

We've seen a lot of CIS, Confederacies and Separatists. What makes yours special and unique compared to them?

That is correct, the Vicelord is kept in check by the other members of the Council. Although he has quite a bit of sway in national matters, if he is acting in way that flies in the face of what the faction stands for, he can and will be vetoed. Also, per our formation thread (Rise), if he can also be forced out of office by the Council as well. The 3 keep him in check and balanced.

As for differences:

CIS 1.0 - This, as you are aware, was the first attempt by myself and quite a few people who have joined this venture. While the theme was the same, the implementation was very fluid. Under my leadership, it tried to be something that it wasn't, modeling it's Force Users off of the Jedi structure exactly and adjusting internally constantly. How we differ from the original, Chaos CIS is a hardcore definition of who we are from the get-go. Who we are and how we operate is not subject to change. Furthermore, we have streamlined everything IC. There are no redundant ranks, there are no absurd amount number of divisions. Democracy is still a maj
or theme, yet it isn't a convoluted mess like the first go round. Put simply, we differ from my first attempt by learning from the mistakes and fixing them on both an IC and OOC level.

Techno Union - Although cut from the same cloth canonically, the chaos Techno Union revolved around rule by Capitalism. The theme of B1s, Lucrehulks, etc. was dwarfed by a cyberpunk-like theme and corporate intrigue. The CIS before you sticks to the source material much more closely. While we do value and have a place for companies, our story and faction doesn't revolve around them.

In brief, in comparison to the original CIS, we are a return to form but expanded. We have ironed out the redundancies and formed a much more solid core, solid foundation, and solid identity. In comparison to the Techno Union and subsequent identities, we stand firm on the Canon theme and epitomize that over corporate roleplay.
