Major Faction "Map-Game" Opt-Out

I'm going to be frank and say that I didn't go into this with all of the information, like I thought I had. Some things were corrected of me that I based the suggestion on, in private after submitting.

While it'd be nice to in some fashion take some weight off for people who don't want to invasion all the time in major factions, I rescind the suggestion.
