Actually the main reason no one would be able to get to Lao-mon save for the Shi'ido themselves as well as probably the Chiss since their our major trading partners is because Lao-mon isn't on any existing star map. Trade routes, hyperspace lanes, Lao-mon isn't charted down so unless you are from there or were brought there you have no way of finding it unless you have a few decades to blindly look through the unknown regions. Then again you could try asking a Shi'ido where there home planet is see if they'll tell you.

Technically, during Dark Knight's rps back before the Purge, he called himself Count of Lao-Mon, so he could be up in the royal family. He just never admits that to anyone
