- Carrier: Primarily an aircraft carrier, the Maleval can deploy up to two TIE fighter squadrons when in the air or one Waveskimmer squadron when resting in the ocean.
- Mobile Command Center: Because of the Maleval's ability to coast the ocean waves or soar through the clear skies, it makes the perfect command center for any Imperial garrison based on a world with oceans. With the aid of long-range transmission equipment, the Maleval can keep an open line of communication between itself and the orbital defense fleet.
- VTOL: Perhaps the Maleval's most striking feature. Four repulsorlift engines allow the Maleval to not only propel itself through the water but also rise up into the air as if it were an aircraft. This makes the carrier a vital part of the Empire's ability to properly control and police its worlds.
- Huge and Slow: Coming in at four hundred and fifty meters in length, the Maleval is one of the largest surface-based vehicles in the Empire's arsenal. This makes the Maleval a juicy target for anyone looking to disrupt the Empire's order.
- Not a Spaceship: The Maleval has no space-faring capabilities, as it is neither outfitted with ion engines or is it vacuum sealed.
- Difficult to Transport World-to-World: Because of its size, it is difficult to transport from world-to-world. To circumvent this, all Malevals are constructed on the planet they will be stationed on for the rest of their active duty.
- The Sky is Falling: Much like a starship plummeting from orbit, if one manages to cripple the Maleval while in flight the disaster it can wreak on anyone beneath it is staggering.
When Jedi Master Taeli Raaf betrayed the New Jedi Order and the Galactic Alliance she didn't only strike out against them physically from within, she also plundered their resource databanks and stole many of their vehicle and starship designs.
One of those designs was for the Galactic Alliance Mobile Air Command.
The designs were turned over to the Empire's Department of Military Research and Development for improvements, and the updated schematics they transferred to the Corps of Engineers was more than what was hoped for. The outdated and inferior technology was replaced with cutting-edge hardware, the entire length of the vessel was extended by fifty meters, and more offensive and defensive systems were installed all over the aircraft carrier.
However, because of the vehicle's immense size, (the size of an average starship frigate), they had to be constructed on site. Resources were allocated to build at least one of the newly christened Maleval-class Mobile VTOL Carriers on each of the Empire's worlds that possessed a sizeable body of water. Worlds like Dubrillion and Bastion received greater quantities due to their importance and/or proximity to the Empire's seat of power.
