From a writers point of view looking for a great opportunity to write I would say go for Dac. Black Sun would be to easy of a win and there would not be much writing involved. I understand the IC point of view to end a treat quick and easy but a takeover with a faction that can't summon five unique writes for the fight sound awfully boring.
There is a flip side to this. If Black Sun is having that much of a issue with activity maybe launching a takeover upon them would be a bit of a mercy strike and for Chaos as well.
If Black Sun is crushed what activity it does have can go to a different faction and help to bolster support for that faction.
