You could destroy the city with many small asteroid. If it is a big city like Coruscant, bomb the base of a tall build and let it fall down like domino. Or you can smuggle several large angry and hungry animals. They will be like "Godzilla, Godzilla, Godzillllllla!".

So many creative ideas to bring the city to ruin without bomb.
