Suggestion;
I think that, given that these are supposed to be large campaigns that put the onus on major factions to complete 200+ post invasions as a way to show the scale I think that a smart choice would be to allow so that the attacker can decide how many allies are allowed in the invasion. Not to say they can decide to have any and their enemy none, but to set a 5+ number.
This would allow for these massive battles to really focus on the two actual factions involved whilst also demanding more of the individuals whilst also not making it a massive cluster.
