Oh but thats the glory of this character my friend. 13 does not choose...he does not have say in anything he does. He is just a puppet...a mere dog conditioned to obey. Every action (Or inaction) is dictated on nothing more but the whim of those who own him. Why 'they' would send him to a floral vendor on a backwater planet? Because they can. It's that simple.
