- Wealth: Low/High (Unequal distribution of wealth). Pisces Base is a port town whose most common laborer is a dock hand. Scandals concerning the various labor unions have historically resulted in little financial progress for the laborer, while greatly increasing the quality of life for the union elite. With the arrival of the Sith, the unions have been eliminated and the wages fixed, maintaining an imbalance between a population barely subsisting above the poverty line and the Sith Imperial forces profiting from control of the port.
- Stability: High. Martial law is in effect, with stormtroopers replacing municipal law enforcement. Patrols of the streets are regular and public executions are recurring events, both intended to instill fear to keep the locals in line.
- Description: Pisces Base is an outlier among the floating cities of Mon Cala. Not a sprawling metropolis, it has long served as a vital choke point in the transfer of goods and materials from orbit to several underwater cities -- primarily the domed world of Aquarius. As such, its demographics reflect the town's humble origin as a warehouse district around which housing projects were constructed to house the families of the low-wage laborers.

- Intendant's Office. Formerly the mayor's offices of the democratically elected government, the Sith Intendant occupied the city administration building.
- Stormtrooper Garrison. Formerly the municipal police headquarters, law enforcement of Pisces Base fell to the Sith Imperial Stormtrooper Corps, who operated under the oversight of a military governor who held martial law over the trade port.

SECURITY
Medium. Imperial stormtroopers rigidly enforce the peace under martial law, with regular foot patrols. A garrison is maintained inside the former municipal police headquarters, with several landing and docking berths reserved exclusively for Sith Imperial use. A squadron of TIE fighters serves to provide aerial patrol, reconnaissance, and defense of the region.
HISTORICAL INFORMATION
Home to many aquatic species, civilization on Mon Cala developed underwater. With the advent of space exploration, there was a migration to the surface that resulted in the creation of massive floating cities sprawled across the oceans. As trade between Mon Cala and other worlds increased, these cities became choke points that created delay and increased costs associated with distribution to some of the underwater cities that were on the far side of the planet from those launch points. The solution was to build and develop floating docks that could serve as intermediate hubs to transition goods, people, and material from the aquatic to the stellar environment. Pisces Base began its existence as one such location.
Originally, Pisces Base was nothing more than a military outpost and supply depot for forces stationed at Aquarius. Contractors and personnel commuted between Pisces Base and Aquarius. Over time, the military presence diminished, giving rise to civilian control of the floating warehouse. With an increase in trade, more laborers were required to work longer hours. Housing projects for families were added, expanding the floating city around the landing and docking bays.
During the Gulag Plague and subsequent galactic isolation, Pisces Base began abandoned from disuse. With the return of the Galactic Republic, it was slowly re-occupied by workers from Aquarius in order to help re-establish galactic trade across the planet. It's present form was the result of modernization following Mon Cala's union with the Order of the Silver Jedi. With the departure of the Jedi from the Tingel Arm to the Core Worlds, a democratically elected government remained in power until the arrival of the Sith Empire in 851 ABY.
Following Sith control of the planet, Pisces Base fell under the military authority of Captain Cartier Ghazikhanian, who staffed the city with stormtroopers of the XIVth Brigade. Political control of the city was granted to a Sith Academy student as part of their education. Micah tol Powl was one such Sith Intendant, known for using public executions and blockades to exert pressure on the domed city of Aquarius to submit to Sith control.
