While the planet still publicly champions its heritage in archaeology and medicine, these pursuits are now tightly regulated by the Directive of Cultural Preservation, a branch of government that controls what knowledge is worthy of preservation... and what is better erased.

The thriving immigrant population, once seen as a source of creative diversity, has been folded into a new civic framework known as the Compliance Doctrine — a quiet but absolute system of psychological conditioning and graded loyalty. Citizens are routinely assessed for "ideological harmony" and "cognitive stability," and their social standing, access to services, and educational opportunities are adjusted accordingly. Most participate willingly, unaware that their obedience is being shaped by subtle rewards, neural feedback in public terminals, and even regulated sleep and food cycles.

Smuggling is still tolerated — but it is now weaponized as a tool of governance. Smugglers operate only in Designated Economic Free Zones, where their movements are tracked, their contacts mapped, and their behavior quietly analyzed by Serina's networks. In return, they are permitted limited autonomy and access to goods otherwise embargoed. It is a game of freedom within a cage — and most don't even realize they're playing.

The once-colorful cultural quarters have been rebranded as "Expression Sectors", with curated art, sanctioned festivals, and carefully approved subcultural exhibitions designed to give the illusion of freedom. Serina understands that rebellion is most easily pacified when the people are allowed to dance in chains of their own choosing.
