This has sparked a big discussion between the Roleplay Judges & I in our Staff Forum. No answer, right now, is concrete. We will let you know when we have decided on the matter.

Feature Update 1.3, concerning Warring Factions, is scheduled for Sunday and will address this.

If I were a member reading this, I would continue to provide suggestions, questions, and continuous input. We are taking what you tell us into consideration.

Fleets & armies will be based on the honor system, and kept in check by the Roleplay Judges.

This sounds completely reasonable AND creatively flexible. Well done.

not sure if there's much to be added to this, actually. The honor system seems solid for the moment, and if things don't work out after we try it in practice, we can always make modifications/suggestions later.
